semiconductor manufacturers at a competitive disadvantage.\u003cbr/\u003eTrade Representative Robert Zoellick told a news conference that China had agreed not to certify any new Chinese semiconductor products or manufacturers for tax refunds. \u003cbr/\u003eBy next April, China will drop existing tax preferences for Chinese semiconductors, he said.\u003cbr/\u003eIn March, the United States filed a case against China before the World Trade Organisation, an effort by the Bush administration to deal with America's surging trade deficit with China.\u003cbr/\u003eThe U.S. complaint contended that China was violating WTO (World Trade Organisation) rules against discriminatory treatment by providing a preferential tax rate for integrated computer circuits produced in China that is much lower than the tax paid by U.S. and other foreign companies.\u003cbr/\u003eChina is a substantial market for U.S. semiconductor producers, with U.S. exports of integrated circuits there totalling 2.02 (b) billion U.S. dollars in 2003. \u003cbr/\u003eHowever, the U.S. products were subject to a 17 percent value added tax, costing about 344 (m) million U.S. dollars, the United States argued in its complaint. \u003cbr/\u003eChina allows its domestic producers to receive a partial refund of the 17 percent tax, the complaint said. \u003cbr/\u003eAmerica's rising trade deficits, coming at a time the nation has lost more than 3 (m)million manufacturing jobs, is becoming an issue in the presidential race. \u003cbr/\u003eDemocrat John Kerry has charged that the administration's free trade
