Kibaki and cabinet walking away \u003cbr/\u003eKenyan President Mwai Kibaki said on Thursday that his government would use local judiciary to try the suspected perpetrators of last year's post-election violence, a move expected to draw heavy criticism because of the courts' perceived lack of credibility.\u003cbr/\u003eThe decision, which the Cabinet made after a daylong meeting, ends months long divisions within Kenya's coalition\u003cbr/\u003egovernment over the issue. \u003cbr/\u003eHowever, it could also expose political leaders to possible trial by the Hague-based International Criminal\u003cbr/\u003eCourt (ICC) because some are alleged to have orchestrated the post-election violence.\u003cbr/\u003eLast year an independent commission that investigated the violence recommended the government form an independent tribunal with Kenyan and foreign judges to try the suspects, arguing that Kenyan courts were not credible.\u003cbr/\u003eFailing that, the commission recommended the ICC take over the cases. \u003cbr/\u003eBoth recommendations won widespread local and international support.\u003cbr/\u003eThe Cabinet sidestepped either option on Thursday.\u003cbr/\u003eThe government, \"will undertake accelerated and far-reaching reforms in the judiciary, police, and investigative arms of government to enable them investigate, prosecute and try perpetrators of post-election violence locally,\" Kibaki told journalists on Thursday.\u003cbr/\u003eKibaki was surrounded by the entire Cabinet, including Prime Minister Raila Odinga and Vice President Kalonzo\u003cbr/\u003eMusyoka.\u003cbr/\u003eLast year's violence killed more than one thousand people and came after rival campaigns disputed the results of the December 2007 presidential election.\u003cbr/\u003eSeveral human rights bodies blamed businessmen and politicians in the current administration for orchestrating\u003cbr/\u003ethe violence, which was the worst since Kenya gained independence from Britain in 1963.\u003cbr/\u003eKibaki and Odinga signed an agreement last year to form the independent tribunal by February to try people\u003cbr/\u003esuspected of planning, organising or financing the post-election violence. \u003cbr/\u003eHowever lawmakers later voted against the necessary legislation in parliament.\u003cbr/\u003eFormer UN chief Kofi Annan, who mediated an agreement to end the violence last year under the auspices of the\u003cbr/\u003eAfrican Union, gave the government more time to form a tribunal. \u003cbr/\u003eEarlier this month, however, he passed on the names of suspected ring-leaders' to the ICC.\u003cbr/\u003eAn independent commission that investigated the violence came up with the names and chose to keep them secret, saying they are powerful individuals who could interfere with future investigations and placing them\u003cbr/\u003ein an envelope given to Annan.\u003cbr/\u003eOn Thursday, Kibaki reiterated his government's support
