years as the world's link between the Atlantic and Pacific oceans.\u003cbr/\u003e\"They're tackling the problems and challenges of the 21st century in an orderly and disciplined way,\" Rumsfeld said after touring the U.S.-built canal.\u003cbr/\u003eRumsfeld, on a trip through several Latin American countries, briefly operated one of the massive locks of the canal system that raises and lowers ships as they pass through it to compensate for the differences in sea level between the oceans.\u003cbr/\u003eThe United States, which had managed the canal since its construction began a century ago, turned the waterway over to the Panamanian government on December 31, 1999, under a treaty negotiated in the late 1970s by the administration of former President Jimmy Carter.\u003cbr/\u003ePanamanian authorities have spent more than a billion US dollars modernising the installation, including installing an electronic system to exchange data with ships as they pass through the waterway. \u003cbr/\u003eThis allows officials to keep better tabs on vessels using the canal.\u003cbr/\u003eChile, Panama and the United States have jointly carried out an anti-terrorism exercise, called Panamax, to protect the canal, a vital shipping lane used by more than 5,000 vessels every year.\u003cbr/\u003eOfficials say nine other Latin American countries plan to join the effort.\u003cbr/\u003eThe 50 mile long Panama Canal is used by large container-carrying ships, many of them transporting goods from China to the East Coast of the United States.\u003cbr/\u003eRumsfeld
