despite the flat refusal by Iraqi authorities to allow inspectors in the country.\u003cbr/\u003eHans Blix, executive chairman of the U-N Monitoring, Verification and Inspection Commission, said in a report that his new agency had hired the core staff and recruited and trained the required inspectors needed to deploy teams.\u003cbr/\u003eHe said the agency could plan and commence a number of activities in Iraq which would be necessary to prepare for monitoring, verification and inspection envisaged by the Security Council.\u003cbr/\u003eLast week, however, Deputy Prime Minister Tariq Aziz made clear that Iraq would not allow a new weapons inspection team to enter Iraq and said the country remained firm in its refusal to cooperate with the Security Council resolution that established the new inspection agency.\u003cbr/\u003eThe agency, known as UNMOVIC, was created in December to replace the U-N Special Commission, which oversaw the destruction of Iraq's weapons of mass destruction in the aftermath of the 1991 Gulf War.\u003cbr/\u003eInspectors from the Special Commission left Iraq in December 1998 ahead of U-S and British airstrikes, launched to punish Iraq for failing to cooperate with arms searches. \u003cbr/\u003eIraq has barred any U-N inspectors from returning.\u003cbr/\u003eAziz is expected in New York next week to attend the U-N Millennium Summit, which would mark the first time a senior official from the Iraqi leadership has been at U-N  headquarters since the new agency was created.\u003cbr/\u003eIn his second report, Blix outlined the training the inspectors had received in preparation for the resumption of weapons searches, including monitoring and inspection techniques as well as Iraqi cultural and religious training from scholars at New York's Columbia University.\u003cbr/\u003eAnother training session is scheduled to be held in France from November 7 to December 8.\u003cbr/\u003eBlix also reported on a recent meeting of his advisory panel in which commissioners discussed the inspection of so-called 'sensitive sites' in Iraq. \u003cbr/\u003eInspections on such sites led to a crisis in arms searches two years ago.\u003cbr/\u003eSome commissioners called for guidelines and operating procedures for the controversial searches of presidential palaces and other sensitive areas, the report said.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"We don't want to be a surprise to the Iraqis with regard to the mood of the operation.
