they could work in the country given the security situation.        \u003cbr/\u003eSpeaking at a news conference in Baghdad on Thursday, Mountain said that security was more of a concern than it had been before the bombing of the UN Headquarters in the capital last August. \u003cbr/\u003eMountain, who arrived in the country on Wednesday, is expected to assess reconstruction and humanitarian over who is behind the bloody series of suicide bombings in the country. \u003cbr/\u003eSome in the US-led administration have blamed foreign Islamic militants, pointing to an intercepted letter believed to be from a Jordanian militant in Iraq, Abu Musab al-Zarqawi, to al-Qaida leaders in Pakistan or Afghanistan.\u003cbr/\u003eThe letter, made public by the military this month, outlined a strategy of attacks aimed at derailing the June 30 handover of power. \u003cbr/\u003eIt called for attacks on Shiites in an attempt to spark a Sunni-Shiite civil war - as well as on Kurds, whom it
