Foremost among them is nuclear energy,\" he said. \u003cbr/\u003eMukherjee said the bilateral civil nuclear cooperation agreement that India and the USA have finalised indicates \"the way forward which should lead to the lifting of technology restrictions and the opening up of the cooperation in this field with several countries.\"\u003cbr/\u003eThe nuclear pact, first agreed in principle in 2005, aims to help India meet its soaring energy needs by giving it access to US fuel and reactors - even though New Delhi has tested nuclear weapons and has not signed the Non-Proliferation Treaty. \u003cbr/\u003eLeft wing parties in India say the deal compromises India's sovereignty and seeks to weaken New Delhi's independent foreign policy. \u003cbr/\u003eWith the government refusing to give in, the crisis has raised the prospect of early elections next year. \u003cbr/\u003eMukherjee did not directly address the opposition to the Indo-US nuclear deal either in India or in the United States. \u003cbr/\u003eInstead, at one point in his address, he said that he anticipated \"underlying predictability and transparency in Indo-US bilateral ties because this relationship answers to the aspirations and interests of people of both countries.\" \u003cbr/\u003eIndia still needs to negotiate a safeguards agreement for its civilian reactors with the International Atomic Energy Agency (IAEA), get the Nuclear Suppliers Group of nations to back the deal and the US Congress to approve it before nuclear commerce can begin. \u003cbr/\u003eMukherjee also took questions on India's stance on the ongoing violence against demonstrators in Myanmar. \u003cbr/\u003eHe said that India was willing to play a role in finding a solution in Myanmar but that he he did not subscribe to the idea of sanctions. \u003cbr/\u003e\"Sanctions from the Security Council should be at the last resort because sometimes we find that frequent use of this very powerful instrument becomes counterproductive. new members, Mukherjee said the current make-up of the Council did not reflect the world as it is today. \u003cbr/\u003eHe added that what is now needed in terms of UN reform and expansion is \"hard negotiations\" between countries involved and that it might be possible to achieve the reform goals by working out \"objective criteria\" for this expansion.\u003cbr/\u003eMukherjee and his Indian
