Serbs make up about five percent of Kosovo's two (m) million people.\u003cbr/\u003eOn Monday President Vladimir Putin ordered the Russian government to prepare to send humanitarian aid to Serb-populated areas of Kosovo.\u003cbr/\u003ePutin ordered the prime minister to address the issue during a Cabinet session and said there should be no political meaning attached to the gesture.\u003cbr/\u003eRussia has strongly supported Serbia's opposition to Kosovo's Western-backed independence declaration, which Putin has called illegal and immoral. \u003cbr/\u003eMoscow has warned against the use of force against Serbs in northern Kosovo.\u003cbr/\u003eHe said that politics and humanitarian issues should be separate.\u003cbr/\u003eEarlier this month, Kosovo's Serbs
