Unfortunately, due to the boycott, due to the frictions, due to what's happened during the past three years, that vehicle is not going to be as effective as it should be. And, therefore, it will not be able to contribute to the basic political solutions.\"\u003cbr/\u003eThe Shiites, a majority in Sunni-ruled Bahrain, lost seats compared to the previous vote four years ago, in large part due to the boycott by the al-Wefaq group. \u003cbr/\u003eIn total, only five candidates from established political organisations won seats - the lowest number since elections in 2006.\u003cbr/\u003eAl-Wefaq dismissed the elections as a \"sham\" and said voter turnout did not exceed 30 percent. The government says voter turnout was 52.6 percent.\u003cbr/\u003eOpposition groups have accused the government of failing to enact political reforms and free political prisoners.\u003cbr/\u003eBahrain's Shiite majority has long claimed discrimination, and support for the boycott was strong.\u003cbr/\u003eMohamed Khalil al-Shakhouri says he saw no reason to vote in the election: \"This parliament is a part of the problem. It is authorised by the regime, which helps legalise injustices against the people.\"\u003cbr/\u003eThere is regular unrest in Shiite areas as activists clash with security forces.\u003cbr/\u003eFakhro says politicians must work towards stability: \"Bahrain, being a small society, a small country, cannot afford what has happened during the past three years. It has affected its economy. It has affected its social structure. It has divided the society and polarised its elements. And, therefore, there is no running away from facing the situation, even with this parliament.\"\u003cbr/\u003eMany parties chose not to field candidates in the ballot.\u003cbr/\u003eAnd 36 out of the 40 lawmakers elected identify as independent.\u003cbr/\u003eFakhro is concerned the parliament is neither representative nor experienced enough to tackle Bahrain's problems.\u003cbr/\u003e\"If we had a full representation of the society, then the discussions will be fruitful, they will be deep. There will be additions, subtractions, etcetera, in that particular proposal. But now, with people who are the great, great majority are independent. In other words, individuals. Many of them with very little background in political action and political thought and political ideologies. That is going to make the discussions, personally, I think, not very good discussions, and this worries me a lot,\" he says.\u003cbr/\u003eGovernment support is stronger in Sunni and mixed Sunni-Shiite areas.\u003cbr/\u003eThat includes more middle class and wealthy communities.\u003cbr/\u003eAnd includes the extensive police and security forces which are almost exclusively Sunni.\u003cbr/\u003ePolling stations here were busier.\u003cbr/\u003eThe elected lower house has limited direct powers but can influence legislation.\u003cbr/\u003eFakhro predicts the areas it will discuss: \"The next parliament will speak about, maybe, housing, about (the) labour market, about wages, etcetera, but I doubt that they will be able to help in resolving the political situation in Bahrain.\"\u003cbr/\u003eWith the strongest Shiite Islamic political parties boycotting, most conservative Islamist candidates running were pro-government Sunnis. \u003cbr/\u003eBut Fakhro said the lack of strong blocs within the new parliament can be seen among Islamists too, meaning their impact on legislation will not be as strong as it could be.\u003cbr/\u003e\"Some of them do have personal orientation or leaning towards religious Islamic religion, but we cannot say that the political Islam will be represented in this parliament.
