new members, and considered new ways to fund development aid and debt relief for poor nations.\u003cbr/\u003eGermany wants annual EU spending in 2007-2013 capped at one percent of the bloc's gross national income (GNI), the current level, but East European nations, and the EU head office, call that inadequate.\u003cbr/\u003eA European Parliament panel recommended this week the full EU assembly
