Various of deserted sweatshop from where child workers were rescued
With Gap Incorporated under fire for selling clothes made by children in India, activists and police on Monday raided a sweatshop in New Delhi where 14 boys were embroidering women's garments, illustrating the widespread problem of child labour in the South Asian country.
The children were as young as 10, came from a poor farming district on the other side of the country and said they had never been given promised wages for working up to 15 hours a day embroidering sequins onto saris worn by Indian women.
The working and living conditions were grim in the sari sweatshop in the Shahpur Jat neighbourhood, just a few houses down from the now-shuttered operation that made Gap clothes.
The boys were packed into a filthy room, sleeping on the same floor where they sewed all day.
India's transformation in the past decade into an emerging global economic power has done little to alleviate the country's widespread poverty and the problems that go along with it, such as child labour.
The government estimates that 13 (m) million children work in India, many of them in hazardous industries, such as glass making, where such labour has long been banned.
Rights activists place the number as high as 60 (m) million, one estimate has 20 percent of India's economy dependent on children under the age of 14.
Activist and lawyer Bhuwan Ribhu works with Bachpan Bachao Andolan, or the Save Childhood Movement, which organised Monday's raid.
He told AP Television that the police operation was encouraging, but that a lot more needed to be done.
"When they accept that there are so many children who are being used for bonded labour, who have been trafficked from Bengal, I think there is a lot of scope, a lot of scope for police action and law enforcement," Ribhu said.
Monday's raid came after Britain's Observer newspaper reported that children as young as 10 were found sewing clothes for Gap in a New Delhi factory.
It quoted the children as saying they had been sold to the sweatshop by their impoverished families and were not paid.
Gap responded quickly, saying the factory was being run by a subcontractor who was hired in violation of Gap's policies, and none of the products made there will be sold in its stores.
Ribhu said the Gap incident had served to raise awareness of the problem.
"I think the stand of Gap has really been good in saying, putting its foot down and saying that we will not tolerate any products made by child labour or bonded child labour. And this is for other companies to take cue upon and follow," he said.
But the use of child labour and the discovery that children were making clothes for the Gap, which has 90 full-time inspectors who travel around the world, raises questions for India's garment exporting industry, a 10 (b) billion US dollars a year business, that grew by over 20 percent in 2006.
"India has an enormous child labour problem with 60 to 115 million (m) children working in the country, often in horrific conditions. Penny.
They all say that oversight of contractors is strict, but children's rights activists disagree.
Ribhu said after international companies hired subcontractors, they would "forget about it" and then there would be no further monitoring.
For the children themselves, the issue is not as clear cut as many outside India would imagine - many poor children are expected to work.
Ribhu said the main responsibility lay with the Indian government, which had to find a way to monitor the factories.
The government has repeatedly tried to ban the use of child workers, in 1986 outlawing them from working in dangerous industries and last year banning them being employed as domestic servants or in restaurants.
But the prohibitions have had only a minimal impact, according to children's rights activists, who estimate that 13 (m) million children are still working in India, with many being used in labour-intensive businesses like carpet-weaving and in dangerous industries, such as making fire crackers.
Ribhu said the children rescued in Monday's raid would be
