In recent years, the  amount of aid provided to developing countries has consistently been reduced and has  now reached extremely low levels.\u003cbr/\u003eEconomic recession experienced by the wealthier nations is a major factor for this.\u003cbr/\u003eBut this year President Chirac, in an attempt to maintain France's reputation for helping  the poor,  has insisted the world's seven richest countries discuss the issue.\u003cbr/\u003eWith a high rate of unemployment and rising numbers of homeless, the Western world  has been reluctant to give aid to the Third World for a decade.\u003cbr/\u003eThe seven richest countries have had to deal in recent years with poverty in their own  cities, apparently without finding workable solutions.\u003cbr/\u003eIn France, the humanitarian organization, Medecins du Monde (Doctors of the World),  known for its work in Africa or in Asia,  has had to open dozens of health centres at  home.\u003cbr/\u003eThe centres, which supply care for those who don't have anything left, have been  inundated.\u003cbr/\u003eSOUNDBITE: (French)\u003cbr/\u003e\"We can't take more than 400 people per week, obviously there are days where we have  to refuse people we ask them to come back the afternoon or the next day. Some will  come back, others won't. Help and aid is still urgently  required.\u003cbr/\u003eWhile fighting against poverty in France, the doctors of the world are calling for a  change at the G-7 meeting concerning aid to the third world.\u003cbr/\u003eSOUNDBITE: (French)\u003cbr/\u003e\"We expect true will from those who hold the power in this world to change their  policies towards developing countries in order to show them the way.\"\u003cbr/\u003eSUPERCAPTION : Doctor Jacky Mamou, President of Medecins du Monde\u003cbr/\u003eThe total amount of aid given by industrialised countries is 60 billion dollars, which  equates to just 0.3 per cent of their GNP (Gross National Product).\u003cbr/\u003eAmong the G-7 countries, France has been the most generous. But it still donates only   0.6 per cent of its G-N-P to the Third World.\u003cbr/\u003eAt the G-7 meeting, the French aim to lead the way, hoping the others will follow.\u003cbr/\u003eBut, it might be tough to convince the United States, Italy, Canada, Great Britain,  Germany and Japan to give more money for aid because giving aid has gained a bad  reputation over the last couple of years. \u003cbr/\u003eSome people now argue that it is purely a waste of money.\u003cbr/\u003eOthers disagree.\u003cbr/\u003eSOUNDBITE: (French)\u003cbr/\u003e\"France just wants to remind that industrialised countries not only have duties but it is  also in their own interest to have consideration for the rest of the world. That is the  reason why we set on the agenda of this G-7 meeting which is going to happen in\u003cbr/\u003eFrance, the issue of the relations between developed countries and developing  countries. We can not conceive the future of developed countries without noticing what  is happening at our doors\"\u003cbr/\u003eSUPERCAPTION : Jacques Godfrain, French Minister of Cooperation\u003cbr/\u003eEconomists say such aid is vital for developing countries.\u003cbr/\u003eSouth-East Asia, now seen as a growing economic power-house is a perfect example.\u003cbr/\u003eArguably it would not be in this position now if it had not received aid in the past.\u003cbr/\u003eObservers don't hold out high hopes for the summit.
