Loud and brash, with an answer for everything. He says he welcomes criticism because  it gives him a chance to promote surrogacy.\u003cbr/\u003eHis visit, which culminates in a two day seminar in this central London hotel, has once  again raised the profile of the laws surrounding surrogacy both in the UK and America.\u003cbr/\u003eHis meetings with potential parents are being monitored by the British Department of  Health which is watching to make sure Handel doesn't break laws banning the  promotion of commercial surrogacy.\u003cbr/\u003eBut Handel's visit, for all the negative publicity it has attracted, has also highlighted the  non-profit making, largely unorganised, amateurish British approach to surrogacy.\u003cbr/\u003e\"You really have to take this onto a professional level. There have to be rules and  regulations. You don't fly your airplanes without people who are trained, you don't have  physicians who don't go to school and are paid and regulated. Why would you ever  want to attempt surrogacy in an ad hoc, under the table, let's talk about it while we eat  our pastrami sandwiches, instead of doing it on a serious professional basis.\"                 SUPER CAPTION: Bill Handel, Surrogacy pioneer.\"\u003cbr/\u003eBut with each surrogacy deal costing around £40,000, it is a privilege that only the rich  can afford, but Handel makes no apology for that.\u003cbr/\u003e\"As to the argument that only people who only have the kind of money can afford to do  this, I agree it is unfair. Now what? We live in a capitalistic society. I think it's  horrifically unfair that I can't afford to go and spend two hundred quid for dinner, simply I  don't have that kind of money and some people can. It's very unfair but that's life.\" \u003cbr/\u003eSUPER CAPTION: Bill Handel, Surrogacy pioneer.\"\u003cbr/\u003eThere are currently no official guidelines on surrogacy in Britain which has led to fraud,  broken agreements and the potential for damage to the mothers and children involved.\u003cbr/\u003eIn stark contrast, Handel's Centre for Surrogate Parenting and Egg Donation in Los  Angeles has arranged over 500 surrogacy deals in the last 18 years.\u003cbr/\u003ePotential surrogate mothers face a four-month screening process involving  psychological, medical and educational tests. A surrogate mother can expect to receive  #10,000 pounds for carrying a child.\u003cbr/\u003eThe new parents are also checked and if they are cleared they are likely to pay around  #40,000 pounds to get their child. Handel claims the fee is spent on checks and legal  work and no real profit is made from the deals.\u003cbr/\u003eBut anti-surrogacy campaigner Josephine Quintavalle, who founded British charity  Comment on Reproductive Ethics says the deals are purely commercial and is calling  for an end to surrogacy.\u003cbr/\u003e\"In many respects it's a form of cobbled up adultery. I think when you hear how it is  done here it's quite horrifying. A man comes and visits, leaves a sample on sperm on  the kitchen table and goes. I mean this is how these lives are conceived. I feel very  sorry for these vulnerable women that get involved in these deals. They turned to surrogacy after eight years of IVF  treatment failed. They are now the proud parents of George who is three and a half  years old.\u003cbr/\u003eSteve now helps to run British charity COTS, Childlessness Overcome Through  Surrogacy, to help other couples find British surrogate mothers.\u003cbr/\u003eHe says COTS doesn't want to see an Americanised commercial system, but would  like to see an official framework to support surrogacy in Britain. Steve disagrees with  the argument that  any move to support surrogacy in the UK could lead to an increase  in such cases.\u003cbr/\u003e\"Surrogacy will never be popular because it's fraught with difficulty. It's very very very  difficult to do it. It's not a primrose path at all. It's fraught with difficulty and it takes a  long long time as well. It doesn't take five minutes. She wants to see  surrogacy treated as the last resort form of infertility treatment.\u003cbr/\u003e\"We see it as an extension to infertility treatment without a doubt. She has acted as  a surrogate mother twice. She says the natural mother benefits just as much as the  childless couple. She claims there are no losers if surrogacy is properly controlled.  \u003cbr/\u003e\"I think it's a gift that I have for myself. I feel really special, that I am able to find  fulfilment in this way in my life. To me I find a way to have that kind of enrichment and  fulfilment that most people won't ever find.
