groups in the Asia-Pacific and the Middle East started a four-day conference in Manila on Monday.\u003cbr/\u003eOn the agenda will be issues ranging from AIDS, population displacement triggered by conflicts and poverty and disaster management. \u003cbr/\u003eApart from these major topics, there will also be talks on the new threat of terrorism and a possible war in Iraq.\u003cbr/\u003ePresident Gloria Macapagal Arroyo welcomed the delegates with a luncheon at the presidential palace on Monday.\u003cbr/\u003eShe thanked the Red Cross and Red Crescent groups for their efforts in helping people around the world to deal with disasters, including terrorist attacks.\u003cbr/\u003eDidier Cherpitel, secretary-general of the Geneva-based International Federation of Red Cross and Red Crescent Societies, said terrorism presented a new challenge for the groups.\u003cbr/\u003eCherpitel and other officials said they were also concerned about a possible war in Iraq.\u003cbr/\u003eSpeaking on Sunday, Jacques Forster, Vice President for the International Committee of the Red Cross said that, while they could not speculate what would happen in Iraq, they needed to be prepared if the situation deteriorated.\u003cbr/\u003eCherpitel for his part said that they were hoping that peace prevailed, so people could be spared from suffering.\u003cbr/\u003eThe Red Cross is particularly concerned with possible displacement of huge numbers of people and disruption in drinking water supply in case fighting breaks out.\u003cbr/\u003eThe Red Cross said displacement of large numbers of people, public health emergencies and the heavy toll of disasters on lives and the economy in the Asia-Pacific are threatening development, social stability and security.\u003cbr/\u003eThe region has the highest number of refugees, accounts for 20 percent of the 40 million people with HIV/AIDS across the world and is hit by 60 percent of the world's natural disasters each year. \u003cbr/\u003eMore than one (M) million people were infected by HIV, the virus that causes AIDS, last year, a 17-percent rise from the 2000 figure, the federation said.\u003cbr/\u003eBernard Gardiner, who manages the Red Cross federation's HIV/AIDS programme, said infections were rapidly spreading out of control in the Asia-Pacific region and governments may soon find it hard to contain the
