Cutaway of men sitting on the floor talking to one another\u003cbr/\u003eCentral America's deadly \"Mara\" street gangs have taken root in Mexico and become a national security problem, according to a report by the governmental National Human Rights commission released on Wednesday.\u003cbr/\u003eCommission head Jose Luis Soberanes issued a scathing assessment of the problem and charged Mexican law enforcement agencies with letting the situation get out of control while police have focused almost exclusively on fighting drug trafficking.\u003cbr/\u003eThe Mara 18 and Mara Salvatrucha gangs are known throughout Central America and the US for their brazen tactics, including beheading their enemies. \u003cbr/\u003eMany Mara members moved into Mexico after Central American nations began implementing tough anti-gang laws in the early part of the decade. \u003cbr/\u003eSome travel through Mexico to reach the US.\u003cbr/\u003eThe report found that an estimated 5,000 members now are active in about 200 cells throughout Mexico.\u003cbr/\u003e\"The problem of the Maras in our country started to increase starting in 1996,\" Raul Plascencia, an inspector for the Commission told a news conference.\u003cbr/\u003e\"At that point, they could only be found in Chiapas. But now, ten years later, we have now found members in 24 states of the Mexican Republic,\"he added.\u003cbr/\u003eSoberanes, who presented a three year report into the gang problem said that it was down to the federal government's negligence. \u003cbr/\u003e\"It would appear that, as far as public safety is concerned, the government is only focused on one thing, drug trafficking, and is giving up on other equally important issues. One of those is the issue of the Maras,\" he said.\u003cbr/\u003eIn the southern state of Chiapas, which borders Guatemala, 63 per cent of the Mara members detained by authorities are now Mexican citizens, indicating the gangs have truly taken root here.\u003cbr/\u003eSoberanes said police in Mexico were ill-prepared to deal with the problem, and in many cases were often unable to even identify suspects they had detained as Maras.\u003cbr/\u003eThe commission recommended that the government share information and data bases with police agencies to identify the gangs.\u003cbr/\u003eSome researchers say the gangs first formed in Los Angeles in the 1980s, attracting Salvadorans who fled to the US to escape civil war. \u003cbr/\u003eA decade later, after many of the members were deported for crimes committed in the US, the gangs established themselves in Central America.\u003cbr/\u003eThe Maras are believed to number about 100,000 in Guatemala, El Salvador, Honduras and Nicaragua. \u003cbr/\u003eAs many as 30,000 also operate in America, mostly in Los Angeles, according to US federal
