(Feb. 12)\u003cbr/\u003eIt''s slow going for NATO''s eight-day old offensive in Marjah.\u003cbr/\u003eU.S. Marines and Afghan soldiers advanced in the city, but came under withering fire from Taliban fighters shooting from mudbrick homes and compounds where families huddled in fear.\u003cbr/\u003eTwelve NATO troops have died so far during the operation in southern Afghanistan''s Helmand province -- and intelligence reports suggest more than 120 insurgents have died.\u003cbr/\u003e[Notes:VO --KARZAI AT PARLIAMENT]\u003cbr/\u003eSaturday, as Afghan President Hamid Karzai addressed the opening session of the country''s parliament -- NATO  reported that its troops killed another civilian -- bringing the civilian death toll to at least 16 during the operation.\u003cbr/\u003eSaturday -- Afghans buried a civilian who died in what his brother said was a coalition bombing several days ago.\u003cbr/\u003eKarzai said NATO had made progress in reducing civilian casualities -- but he said more needed to be done to protect people caught up in the fighting.\u003cbr/\u003eThe offensive has been moving slowly -- not only due to Taliban resistance -- but also strict NATO rules aimed at limiting casualties among the estimated 80 thousand inhabitants of Marjah.\u003cbr/\u003eFor example, troops cannot call in airstrikes to clear snipers from buildings if they believe civilians are
