Wide shot of Abuza\u003cbr/\u003eTop Jemaah Islamiyah (JI) leaders accused of instigating major terror attacks once taught or underwent\u003cbr/\u003etraining at secret camps in the Philippines that remain a major concern despite government claims that they have been dismantled, a U.S. security analyst said Thursday.\u003cbr/\u003eThe camps, mostly in remote southern strongholds of the Muslim separatist Moro Islamic Liberation Front (MILF), still produce small batches of would-be attackers that allow the al-Qaida-linked group to survive arrests and crackdowns, said Zachary Abuza, who has written extensively on terrorism.\u003cbr/\u003eA confidential Philippine government report obtained by The Associated Press says Filipino Muslim guerrillas have hosted terror training camps for militant groups from Indonesia and Malaysia, including Jemaah Islamiyah, for at least seven years _ a period when Southeast Asia was plagued by deadly bombings. The last batch of 19\u003cbr/\u003enew JI members finished last January, the report said.\u003cbr/\u003eThe document indicated that JI founder Abdullah Sungkar, with the help of Hashim Salamat, the late leader of the MILF, set up a training camp within the MILF complex of Camp Abubakar, in Maguindanao, Central Mindanao.  Training started in 1997.  \u003cbr/\u003eAfter a massive government offensive in 2000 captured key MILF camps, the Jemaah Islamiyah camps were shifted to smaller sites. While scaled down to handle a maximum of 20 recruits, the camps remained crucial to JI's survival, Abuza said.\u003cbr/\u003eThe MILF has repeatedly denied any Jemaah Islamiyah links and has pledged to help the government hunt foreign terrorists to bolster peace talks. \u003cbr/\u003eManila says suspected foreign militants have trained in the south in the past but claims that troops have dismantled the camps.\u003cbr/\u003eThe United States, Australia and other nations have been alarmed over the reported presence of Jemaah Islamiyah camps in the largely undeveloped southern frontier, where the MILF and other Muslim groups have been waging a decades-old insurrection for independence.\u003cbr/\u003eAmong the alleged trainers was Azahari bin Husin, The Malaysian bomb expert and key Jemaah Islamiyah figure is one of the main suspects in the Australian Embassy bombing in Indonesia earlier this month that killed nine people, Abuza said.\u003cbr/\u003eAbu Dujana, believed to have replaced detained Abu Bakar Bashir as Jemaah Islamiyah's alleged spiritual leader, has been in MILF camps, and Zulkarnain, a militant believed to be overseeing the group's military operations, graduated from them, according to Abuza.\u003cbr/\u003eBashir, accused in Indonesia of heading Jemaah Islamiyah and inspiring his followers to launch the Marriot attack, toured a camp in the southern Philippines, according to Nasir Abbas, a self-confessed JI operative who is testifying against the cleric and once taught weapons skills to recruits in Mindanao.\u003cbr/\u003eBattered by more than 300 arrests of members and leaders since 2000, JI has managed to continue recruiting, training and plotting attacks. The Australian Embassy bombing in Jakarta this month _ a difficult target _ indicates security officials may have underestimated its ability to endure crackdowns.\u003cbr/\u003eJI seeks to establish a hardline Islamic enclave in Southeast Asia's Muslim heartland, Indonesia, Malaysia and parts of Thailand and the Philippines.  \u003cbr/\u003eIt has been blamed for several lethal attacks, including
