I have no  reason to believe that this incident happened because of some failure of command. I think the values that are instilled in the soldiers are very clear and very rigorous. Certainly, the very many troops that I meet and that I deal with as I travel round Afghanistan are very clear on that. What we have here is a failure by some people who have let down their comrades and their allies, as well as the Afghan people.\"\u003cbr/\u003e10. Wide of Gass being interviewed\u003cbr/\u003eNATO's top civilian official in Afghanistan said on Monday the Taliban had reacted in an \"angry but measured\" way to the video that emerged last week showing US Marines urinating on the bodies of dead Taliban fighters.\u003cbr/\u003eSir Simon Gass said everyone in Afghanistan understood that bad things - even unforgivable things - happened in war. \u003cbr/\u003e\"The reaction so far, I would say, has been measured, angry but measured, and I think that's entirely understandable,\" he said. \u003cbr/\u003e\"We have seen statements from a number after an address to the RUSI defence and security think-tank in London, Gass denied that the incident showed the US had failed to learn the lessons of Abu Ghraib - the Iraqi jail where the abuse of
