Congress gave the President the line-item veto in 1996 but because with problems with the way the law was written the Supreme Court struck it down. That should not be the end of the story. So in my State of the Union calling for new legislation creating a line-item veto that will meet Supreme Court standards. Today I am sending Congress legislation that will meet standards and give me the authority to special interest spending and earmarks out of a bill and then send them back to Congress for an up or down vote.  By passing this version of the line-item veto the Administration will work with the Congress to reduce wasteful spending, reduce the budget deficit and ensure that taxpayer dollars are spent wisely. Congress is on record, by the way, that the President should have the line item-veto authority.  It has been approved previously. 43 governors have this line-item veto in their states, now it is time to bring this important tool of fiscal discipline to Washington, D.C.\"\u003cbr/\u003e5. Bush proposed a new law on Monday that would give him the power to control spending by vetoing specific items in Congressional spending bills.\u003cbr/\u003eIt is authority that the U.S. Supreme Court struck down nine years ago, but which would be restructured under Bush's plan.\u003cbr/\u003ePresident Bush said the majority of state governors have this power, adding: \"Now it's time to bring this important tool of fiscal discipline to Washington, D.C.\"\u003cbr/\u003eBoth Republican and Democratic presidents have sought the power to eliminate a single item in a spending or tax bill without killing the entire measure.\u003cbr/\u003eDemocrat President Bill Clinton got that wish in 1996, when the new reform-minded Republican majority in the House helped pass a line-item veto law.\u003cbr/\u003eTwo years later, the Supreme Court declared the law unconstitutional because it allowed the president to single-handedly amend the law.\u003cbr/\u003eBush announced his plan, which he first revealed in his State of the Union address a month ago, at the swearing-in ceremony for Edward Lazear, the new chairman of the Council of Economic Advisers.\u003cbr/\u003eBush has not vetoed any legislation during five years in office, but he said the line-item veto would help \"reduce wasteful spending, reduce the budget deficit and ensure that taxpayer dollars are spent
