expected to focus on India-US cooperation in defence and counter-terrorism, began hours after India said it had cautioned the United States against going ahead with a decision to sell surveillance aircraft and anti-tank missiles to Pakistan.\u003cbr/\u003eIndian External Affairs Minister Natwar Singh said on Wednesday that India's government would act to counter the threat posed by Pakistan's acquiring new weapon systems.\u003cbr/\u003eHe did not elaborate, but said Washington's reported decision to sell around 1.2 billion US dollars worth of weapons to Pakistan would also affect India-US relations.\u003cbr/\u003eThe US Defence Security Cooperation Agency has notified the US Congress of the possible sale to Pakistan of eight P3C surveillance planes, 2-thousand TOW anti-tank missiles and six Phalanx gun systems, which are mounted on ships to shoot down incoming missiles.\u003cbr/\u003eRival neighbours India and Pakistan are in the early stages of a peace process over long-standing bitter differences, including a five decade dispute over the divided Himalayan region of Kashmir.\u003cbr/\u003eBoth sides are sensitive to large scale arms purchases by the other that might tilt the region's strategic balance.\u003cbr/\u003eRumsfeld arrived in New Delhi on Wednesday and held talks with his Indian counterpart, Defence Minister Pranab Mukherjee, on Thursday
