It's a serious challenge, and members of Congress up here understand the challenge, and so do I, because this dependence harms us economically through high and volatile prices at the gas pump.  Dependence creates pollution and contributes to greenhouse gas emissions.  It threatens our national security by making us vulnerable to hostile regimes in unstable regions of the world.  It makes us vulnerable to terrorists who might attack oil infrastructure. The legislation I am signing today will address our vulnerabilities and our dependence in two important ways.  First, it will increase the supply of alternative fuel sources.  We posed an alternative fuel standard earlier this year.  The standard would require fuel producers to include a certain amount of alternative fuels in their products. The standard would create new markets for farm products used to produce these fuels.  The standard would increase our energy security by making us less vulnerable to the instability of oil prices on the world market.  The bill I signed today takes a significant step, because it will require fuel producers to use at least 36 (b) billion gallons of biofuel in 2022.  This is nearly a fivefold increase over current levels.  It will help us diversify our energy supplies and reduce our dependence on oil.\"\u003cbr/\u003e3. Bush signed legislation on Wednesday that will bring more fuel-efficient vehicles into auto showrooms and require wider use of ethanol, calling it a major step toward US energy independence and easing global warming.\u003cbr/\u003eThe legislation signed by Bush at a ceremony at the Energy Department requires automakers to increase fuel efficiency by 40 percent to an industry average 35 miles per gallon (15 kilometres per litre) by 2020. \u003cbr/\u003eIt also ramps up production of ethanol.\u003cbr/\u003eBush said the new requirements will help \"diversify our energy supplies and reduce our dependence\" on foreign oil by reducing demand for gasoline and diversifying the US fuel supply.\u003cbr/\u003eBush was flanked by Democrat and Republican members of Congress who had ushered the legislation through.\u003cbr/\u003eThe House of Representatives passed the energy bill on Tuesday 314-100 after the Senate cleared it last week after lengthy negotiations and sometimes testy confrontations. \u003cbr/\u003eBush had vowed to veto the original legislation passed by the House because it included 21 (b) billion US dollars in taxes.\u003cbr/\u003eThe tax provisions were dropped to get the bill approved.\u003cbr/\u003eBush noted that earlier this year he had proposed a plan to cut gasoline use by 20 percent over the next 10 years. \u003cbr/\u003eBut the president has long opposed arbitrary numerical standards for vehicle fuel economy.\u003cbr/\u003eThe legislation increases the federal standard automakers must meet to an industry wide 35 miles-per-gallon (15km per litre) for passenger cars, sport utility vehicles and small trucks, about a 10 miles-per-gallon increase (4.5 km/litre) from what they get today. \u003cbr/\u003eIt would require refineries to increases the use of ethanol from about 6 (b) billion gallons (22.7 billion litres) a year this year to 36 (b) billion gallons (136.2 billion litres) by 2022 and require that by then at least 21 (b) billion\u003cbr/\u003egallons are to come from feedstocks other than corn.\u003cbr/\u003eFlanking Bush were three Democrats, Senate Majority Harry Reid and the leader of the House of Representatives, Speaker Nancy Pelosi, as well as Rep.
