(Feb. 23)\u003cbr/\u003e[Notes:ANCHOR VOICE]  \u003cbr/\u003eA plane carrying a a former British resident who claims he was tortured at a covert CIA site in Morocco touches down at a British military base Monday.  He was freed from Guantanamo after nearly seven years in U.S. captivity without facing trial.\u003cbr/\u003eBinyam Mohamed is the first Guantanamo prisoner released since President Barack Obama took office. His case has raised questions about torture and secrecy for the British and U.S. Governments. Both face related lawsuits.\u003cbr/\u003eAt a news conference after Mohamed's arrival, an attorney read a statement from him.\u003cbr/\u003eBritish and American lawyers are suing for secret documents they say prove the United States sent Mohamed to Morocco where he was tortured. They claim the documents also prove that Britain knew of the mistreatment. That would be a violation under the 1994 U.N. Convention Against Torture.\u003cbr/\u003eAny revelations from the lawsuits could be particularly damaging for the British government. Unlike the Obama administration, it can't blame its predecessors. \u003cbr/\u003eMohamed's family moved from Ethiopia to London in 1994. In 2002 he went to Pakistan where he was later detained. He was charged with conspiring with al-Qaida in 2008, but the charges were dropped six months later.\u003cbr/\u003eHe can now re-apply for British
