Part of an Associated Press investigative series, \"Fixing Afghanistan.\"  (October 11)\u003cbr/\u003e [Notes:ANCHOR VOICE]  \u003cbr/\u003eIn a country where 90 percent of Afghans don't have power, in one corner of northern Kabul about 600 families are celebrating the arrival of their electricity.\u003cbr/\u003eBut it came at a price and only after they paid kickbacks.\u003cbr/\u003e\"The money that they were getting from us was not official. They were getting it for their own pockets.\"\u003cbr/\u003e(Mohammad Ibrahim Rahmani) \u003cbr/\u003eUtility workers, issuing permits and making connections, demanded separate payments of between 400 and 500 Afghanis each house - that is about 8 dollars, not a small amount in a country where the average salary is only about $40 a month.\u003cbr/\u003eAnd as Kabul's nearly 4 million residents struggle to obtain the most basic of residential services _ power and water _ charges of corruption, fraud and waste are continually being leveled against the country's electricity system.\u003cbr/\u003eIsmail Khan, the ministry's warlord leader, disputed claims of widespread corruption, mismanagement and missing money. \u003cbr/\u003e\"I strongly deny this allegation. // If the job is not done the money is still in the finance administration.\"\u003cbr/\u003e(Ismail Khan, Afghan Minister of Energy and Water)\u003cbr/\u003eIt is hard to know exactly how much money is missing.\u003cbr/\u003eA U.S. Agency for International Development report found more than 100 million dollars worth of losses in the city's power system each year.\u003cbr/\u003eWhile some of the loss is due to transmission problems, much of it is because of corruption and mismanagement.\u003cbr/\u003eThe U.S. and other international donors have known for years about the problems.\u003cbr/\u003eThe revelations are a stark sign that even as pressure increases on Afghan President Hamid Karzai to clean up, U.S. officials have done little to crack down on the very corruption they condemn.\u003cbr/\u003eAnd international donors have continued to pump hundreds of millions of dollars into the Afghan energy and water sector. \u003cbr/\u003e\"The international community has been fully in bed with this ministry. So, responsibility goes both ways. Why did they not send the right advisers? Now that actually leads to corruption. 100 percent.\"\u003cbr/\u003e(Ahmad Wali Shairzay, former Deputy Minister)\u003cbr/\u003eIn January, Afghanistan's parliament rejected Khan for a second term as energy minister _ but Karzai has not submitted a candidate to replace him, leaving Khan in control.\u003cbr/\u003eDespite this, the U.S. is ramping up its spending with a new nearly 49 million dollar project designed to modernize operations and eliminate Khan's influence.\u003cbr/\u003e\"We best address the skepticism with results and // There maybe frustration that has built up over the last few years but if we feel that we address it by getting on the ground results.\u003cbr/\u003e(Gordon Weynand, the US Agency for International Development's senior energy and environment officer for the Middle East bureau)\u003cbr/\u003eThese Afghans say they just want reliable electricity.  \u003cbr/\u003eBut to get it, they complain, they have to navigate a bureaucracy riddled with waste and corruption.\u003cbr/\u003e\"Of course, they want money from us.
