stolen.\u003cbr/\u003eThe largest raid so far - of an Antigua-based orphanage run by a US citizen - has set off alarms in both countries.\u003cbr/\u003eThe agency, Casa Quivira, has handled hundreds of adoptions for US parents since 1996.\u003cbr/\u003eNidia Aguilar, the prosecutor for child services in Guatemala City, said adoption was a necessity. \u003cbr/\u003e\"There are around 15 thousand children - and that is a very conservative figure - in around 450 private orphanages,\" she said, \"but as a state we have not been able to implement controls for when the children go out of the country.\" \u003cbr/\u003eThe US owner of Casa Quivira denied any wrongdoing on Tuesday as a judge ruled that 46 children may stay there while their legal status is being determined.\u003cbr/\u003eClifford Phillips, of Deland, Florida, who runs Casa Quivira with his Guatemalan wife, lawyer Sandra Gonzalez, issued a statement to the news media expressing shock at the police raid on the home on Saturday.\u003cbr/\u003e\"I do not know why the Guatemalan police decided to raid Casa Quivira and to malign our work and our staff,\" Phillips wrote. \u003cbr/\u003e\"I do not understand why they fail to recognise or even mention that the statutes of Casa Quivira are duly recognised and approved by the government.\"\u003cbr/\u003ePhillips and Gonzalez were out of the country, but expected to return in a few days.\u003cbr/\u003eA Guatemalan judge decided on Tuesday to allow the agency's current children, who range in age from a few days to three years old, to stay put under the care of the Presidential Secretary of Welfare while investigators attempt to clarify whether any were stolen or coerced away from their mothers. \u003cbr/\u003eOn Monday, the judge had ordered them to be sent to shelters.\u003cbr/\u003eAguilar told AP Television clandestine adoptions are an ongoing problem in Guatemala.\u003cbr/\u003e\"It has various purposes - human trafficking, child labour exploitation, and commercial sexual exploitation, where they use children and adolescents,\" she said. \u003cbr/\u003eConcerned would-be adoptive parents in the US sent several e-mails to The Associated Press seeking to keep the children from being moved and even offering to pay the Guatemalan government for private care during the investigation.\u003cbr/\u003eThe judge said the children may stay in the home until the government can find a suitable facility for them or until their legal status is determined, whichever comes first.\u003cbr/\u003ePolice, soldiers and investigators from the prosecutor's office raided Casa Quivira after neighbours complained that foreigners were picking up children there every day.\u003cbr/\u003eThe search warrant cited suspicions of \"a clandestine nursery where there are stolen children.\"\u003cbr/\u003eGuatemala is a popular source for adoption among Americans.\u003cbr/\u003eUS parents adopted more than four-thousand babies from there last year, second only to China. \u003cbr/\u003eBut the US State Department said in March it no longer recommends adopting from Guatemala because women are frequently pressured to sell
