And, I think for the good of the process and because I wrote the memo and I know what's in there, it is a much more preferable course to see if we can work that out and avoid what is really not only a Constitutional issue but an issue that will impact adversely what you expect to get from us - which we want to give you in many cases - and what we have to protect as some critical parts of an ongoing case.\"\u003cbr/\u003eSUPER CAPTION: Louis Freeh, FBI Director\u003cbr/\u003eFreeh did not give details of how the Justice Department might appease the panel and at the same time prevent the contents of the memo from leaking to potential investigation targets.\u003cbr/\u003eIt was through a series of leaks that the existence of Freeh's confidential memo to Reno became public knowledge.\u003cbr/\u003eThe F-B-I Director has said he would fire and/or prosecute the person leaking the information if he found out their identity.\u003cbr/\u003eHowever, he told the committee he wouldn't change the way he's done things.\u003cbr/\u003eSOUNDBITE: (English) \"How we would do this in the future to eliminate it, I could have, you know, conversations in the hallway with the Attorney General of the United States. I don't think that's a good response to an inability in either the FBI or the Department of Justice to control sensitive information. I think if I had to do it again, I would do the same thing.\"\u003cbr/\u003eSUPER CAPTION: Louis Freeh, FBI Director\u003cbr/\u003eSince committee Republicans found out that Freeh and Reno had come to different conclusions about an independent counsel, they've tried to highlight their differences.\u003cbr/\u003eBut both maintain that disagreements are routine, especially among lawyers.\u003cbr/\u003eCommittee members asked pointed questions designed to uncover if the F-B-I had been constrained by the Justice Department in any way.\u003cbr/\u003eAgain today, Freeh said that while investigators were sometimes frustrated, their investigations weren't hampered.\u003cbr/\u003eSOUNDBITE: (English) \"There were times when the investigators felt that interviews and the focus of the interviews should move quicker than the attorneys who were managing the inquiry or the grand jury otherwise decided. That was the source of some frustration at different points, but as I mentioned no one was not interviewed and nobody was insulated from being interviewed because of those disagreements.
