So this bill puts the enforcement  tools in place first.\" \u003cbr/\u003e\"Right now, our laws are ineffective and insufficient. For example, crossing the border illegally carries weak penalties. In addition, participation in illegal gangs is not enough to bar admission into our country. And when we cannot get other countries to accept the return of their citizens who are dangerous criminals, in most cases our government can only detain these aliens for six months before releasing them into society. This is unacceptable. The bill before the senate addresses these problems.\"\u003cbr/\u003e\"Once the border security and worksite enforcement benchmarks are met, the bill will resolve the status of 12 (m) million people who are now in our country  illegally. Under this bill, these workers will be given an opportunity to get right with the law. This is not amnesty. There will be penalties for those who come out of the shadows.\" \u003cbr/\u003e\"This bill provides an historic opportunity to uphold America's tradition of welcoming and assimilating immigrants and honouring our heritage as a nation built on the rule of law. We have an obligation to solve problems that have been piling up for decades. The status quo is unacceptable. We must summon the political courage to move forward with a comprehensive reform bill. By acting now, we can ensure that our laws are respected, that the needs of our  economy are met, and that our nation treats newcomers with dignity and helps them assimilate. I urge members of both parties to support comprehensive immigration reform. By working together, we can pass this good bill --and build an immigration system worthy of our great nation.\"\u003cbr/\u003ePresident George W. Bush urged politicians on both sides of the House to \"summon the political courage\" to support his top domestic priority, an immigration overhaul that is hanging by a thread in Congress.\u003cbr/\u003e\"We have an obligation to solve problems that have been piling up for decades,\" Bush said in his weekly radio address. \"The status quo is unacceptable.\"\u003cbr/\u003eA fragile bipartisan compromise on immigration known as the \"grand bargain\" is due to come back before the Senate as early as next week. \u003cbr/\u003eAfter critics sidelined the bill two weeks ago, it is being considered under an agreement to allow votes on a limited number of amendments from both Democrats and Republicans.\u003cbr/\u003eThe basic bill would tighten borders and workplace enforcement, create a new guest worker programme and provide pathways to legal status for most of the estimated 12 (m) million illegal immigrants in the country.\u003cbr/\u003e\"Under this bill, these workers will be given an opportunity to get right with the law. There will be penalties for those who come out of the shadows,\" Bush stressed.\u003cbr/\u003eWith 19 months left in Bush's presidency, some see immigration reform as his last hope for a major domestic achievement, and Bush himself has made clear it is his main legislative priority for the year. \u003cbr/\u003eThe Democrats who won control of Congress in November also want to demonstrate that they can produce results on a problem of concern to many Americans.\u003cbr/\u003eBut the issue splits the Republican Party.\u003cbr/\u003eMany business groups, hungry to fill low-wage jobs, support the bill, while many social conservatives have pronounced it unacceptable, calling it\u003cbr/\u003eamnesty for illegal immigrants.\u003cbr/\u003eSo the legislation's backers, including Bush, fear that any radical changes to the compromise would derail its already tenuous chances of getting\u003cbr/\u003ethrough Congress. \u003cbr/\u003eThe House has yet to draft its version.\u003cbr/\u003eAs an incentive for those who are sceptical about the government's ability to carry out the legislation's enforcement provisions, Bush publicly signed onto a plan for 4.4 (b) billion US dollars in immediate funding for border security and workplace enforcement. \u003cbr/\u003eThe accelerated funding would be paid back by new fines and fees for illegal immigrants in the bill.\u003cbr/\u003eIn his radio address, Bush stressed the bill's many enforcement provisions, which must be in place before the temporary worker programme or new\u003cbr/\u003eroute for legal status becomes operational.\u003cbr/\u003eHe also noted that, under the bill, people caught crossing the border illegally will be permanently barred from returning to the United States on a\u003cbr/\u003ework or tourist visa, those known to have taken part in illegal gang activity can be denied admission and aliens who are dangerous criminals can be\u003cbr/\u003edetained until another country accepts them.\u003cbr/\u003e\"I understand that many Americans have concerns about immigration reform - especially about the federal government's ability to secure the border,\" Bush said.
