Washington on Wednesday, Kerry said US President George W Bush has damaged relations with US allies to the point that only a new president can repair them.\u003cbr/\u003eHe said the problem was most apparent in Iraq, where many traditional US allies have refused to send troops and American forces are becoming increasingly bogged down.\u003cbr/\u003eThe decorated Vietnam veteran promised to avert a quagmire if elected president, insisting that Iraq would not become another Vietnam.\u003cbr/\u003eHe said virtually all US combat troops could be out of Iraq by the end of his first term, but that
