present in the country.\u003cbr/\u003eDowner, who is on a four-day visit to India, said Australia's ties with China were robust enough to withstand the fallout of the allegations made by two Chinese defectors, who are seeking asylum in Australia.\u003cbr/\u003eChen Yonglin, a diplomat at the Chinese consulate office in Sydney who sought asylum last month, alleges that Beijing has one thousand spies in Australia involved in illegal activities, including abducting Chinese nationals and smuggling them back to China.\u003cbr/\u003eThe Chinese Foreign Ministry has dismissed the diplomat's claims as slander.\u003cbr/\u003eBut this week, a second Chinese official, Hao Fengjun, who also is seeking asylum, backed the diplomat's claims about the spy network.\u003cbr/\u003eDowner said the applications of the two defectors would be considered under Australia's immigration laws but stressed a determination on granting asylum would be made by Australia's department of immigration, not the government.\u003cbr/\u003eGiving further details of the case, he said the two had been advised to file for protection visa since a request for political asylum was a more complex process that did not hold much promise. \u003cbr/\u003eProtection visas are given to refugees fleeing persecution.\u003cbr/\u003eDowner affirmed that the applications would be treated in a fair and transparent manner purely on merits and the two could go in for appeal if they were rejected. \u003cbr/\u003eThe foreign minister also talked about India's campaigning for a permanent seat on an expanded Security
