Government forces, loyal to President Burhanuddin Rabbani, captured the Charasyab base, 25 km(15 miles) south of the capital after a three-pronged offensive. About 150 Taliban soldiers were killed in Sunday's fighting, said Abdul Hudood, an assistant to the government's top military commander, Ahmad Shah Masood. Radio Kabul confirmed that death toll on Monday and also reported that 200 Taliban were captured by the government forces. The offensive has brought to a halt a United Nations peace plan designed to end the country's civil war. The UN plan, announced last month, called for Rabbani to step down on Tuesday (21/3). But the UN has now conceded it will have to rework its plan, which calls for the creation of a governing commission representing all 10 of the warring factions.
