Exterior of Casa Quivira children's home  \u003cbr/\u003eThe US owner of an adoption agency under government investigation denied any wrongdoing on Tuesday as a judge ruled that 46 children may stay there while their legal status is being determined.\u003cbr/\u003eIt is alleged that the owners of the agency were stealing children or forcing parents to give them up for foreign adoptions.\u003cbr/\u003eClifford Phillips of Deland, Florida, who runs the Casa Quivira with his Guatemalan wife, lawyer Sandra Gonzalez, issued a statement to the news media expressing shock at a Saturday police raid on the home.\u003cbr/\u003ePhillips said in the statement that he could not understand why the Guatemalan police decided to raid Casa Quivira as his adoption agency had been approved by the government. \u003cbr/\u003ePhillips and Gonzalez were out of the country but expected to return in a few days.\u003cbr/\u003eA Guatemalan judge decided on Tuesday to allow the agency's current children, who range in age from a few days to 3 years old, to stay put under the care of the Presidential Secretary of Welfare while investigators attempt to clarify whether any were stolen or coerced away from their mothers. \u003cbr/\u003eSully de Ucles, Secretary of Welfare's deputy director said that the children's files were currently with the public ministry.\u003cbr/\u003e\"It will be a few days according to the public ministry before the files can be returned, then the legal situation of each child will be normalised and decisions can be made,\" she added.\u003cbr/\u003eOne father, Carlos Rivas alleges that his child was taken from him without his consent and urged authorities to reveal the identity of the babies as soon as possible so they could have \"a solution to this hell\" that they were going through.\u003cbr/\u003eOn Monday, the judge had ordered them to be sent to shelters.\u003cbr/\u003eUcles criticised the ruling saying it was not a good idea to move the babies as many of them required special care needs.\u003cbr/\u003eConcerned would-be adoptive parents in the U.S. sent several e-mails to The Associated Press seeking to keep the children from being moved and even offering to pay the Guatemalan government for private care during the investigation.\u003cbr/\u003eThe judge said the children may stay in the home until the government can find a suitable facility for them or until their legal status is determined, whichever comes first.\u003cbr/\u003ePolice, soldiers and investigators from the prosecutor's office raided Casa Quivira after neighbours complained that foreigners were picking up children there every day.    \u003cbr/\u003eThe search warrant cited suspicions of \"a clandestine nursery where there are stolen children.\"\u003cbr/\u003eGuatemala is a popular source for adoption among Americans.\u003cbr/\u003eUS parents adopted more than four thousand babies from the Guatemala last year, second only to China. \u003cbr/\u003eBut the State Department said in March it no longer recommends adopting from Guatemala because women are frequently pressured to sell their babies and adoptive parents are often targeted by extortionists.\u003cbr/\u003eUnder Guatemalan law, unregulated notaries act as baby brokers who recruit birth mothers, handle all the paperwork and complete adoptions in less than half the time it can take in other countries. \u003cbr/\u003eCasa Quivira says on its Web site it can complete adoptions six to eight months after the referral of a child is accepted.\u003cbr/\u003eLast week, the US Embassy in Guatemala started requiring a second DNA test before granting adopted infants a visa. \u003cbr/\u003eThe second test is \"to verify that the adopted child for whom an immigrant visa is being requested is the same child matched at the beginning of the adoption process with the birth parent,\" the Embassy said.\u003cbr/\u003e\u003c/span\u003e\n\u003c/div\u003e\n\u003cdiv
