Display showing gas supply sources \u003cbr/\u003eTuesday was the second day of a summit held in the Hungarian capital Budapest, bringing together European leaders and non-Russian gas suppliers, with the aim of kickstarting construction of the European and US-backed Nabucco pipeline, and thus tap non-Russian sources of gas to pump through it to Europe. \u003cbr/\u003eBeyond cloaking parts of Europe in winter's icy grip, the two-week cutoff of Russian gas to Europe has exposed another chilling threat - Russia's strategic energy clout and the West's limited options, issues which have added urgency to the summit.\u003cbr/\u003eUltimately, pipeline backers' choices may be limited to a difficult one: between Russia and Iran. \u003cbr/\u003eIran, which has clashed with Europe and America over fears it is trying to make nuclear weapons, isn't invited to Budapest. \u003cbr/\u003eBut despite US boycott pressure and UN sanctions, key Nabucco project officials say Iranian gas may be needed - in part because of swift Russian moves in the great energy chess game meant to outmanoeuvre rivals from potential central Asian suppliers and gain control of gas needed for Nabucco.\u003cbr/\u003eIran is second only to Russia in gas reserves. \u003cbr/\u003eBetween them, they have around 40 percent of the world's gas supplies.\u003cbr/\u003eThousands were left in the cold during the pricing dispute between Ukraine and Gazprom, the state-run energy monolith that has more than 15 percent of the world gas reserves. \u003cbr/\u003eRussia's president is the former head of Gazprom, and its officials swarm the four corners of the world to seal deals meant to extend its dominance in the sector.\u003cbr/\u003eAmong political leaders at the Nabucco talks were Prime Minister Sergei Stanishev of Bulgaria - where tens of thousands endured chilly homes as gas from Gazprom, their only source, trickled to a stop before being restored last week.\u003cbr/\u003eSo is President Ilham Aliyev of Azerbaijan and senior figures from other gas-rich central Asian countries as well as Iraq, which sits on an estimated 3.1 (t) trillion cubic metres of natural gas reserves - the world's 10th largest. \u003cbr/\u003eThe pipeline would run through Turkey, Bulgaria, Romania, Hungary and end in Austria.\u003cbr/\u003eCzech Prime Minister Mirek Topolanek, whose country currently heads the EU's rotating presidency, suggested that Nabucco - and more energy independence in general - should be the key goal of the 27-nation union.\u003cbr/\u003eThe US was sending Matthew J. Bryza, deputy assistant secretary of state for European and Eurasian affairs, in a reflection of its strategic interest in seeing Europe freed from Moscow's energy grip.\u003cbr/\u003eRussia supplies Europe with about a quarter of its oil and gas needs. But while oil shortfalls can be potentially made up by ship, gas comes through fixed pipelines that take years to build. In the case of Europe, these are mostly Russian, bringing not only domestic gas but from much of central Asia.\u003cbr/\u003eThat point was most recently driven home when Gazprom lines through Ukraine went dry as the year began. \u003cbr/\u003eBefore gas started surging to Europe again last week, home thermostats quickly dropped in Bulgaria, Serbia and Bosnia - nations largely dependent on Russian gas - while the rest of Europe hoped reserves would outlast the crisis.\u003cbr/\u003eAn existing pipeline that is independent of Moscow is the Baku-Tblisi-Erzurum pipeline, connecting Azerbaijan to Turkey, en route to European consumers. Annual shipments of more than 6.5 (b) billion cubic metres of gas will be nearly tripled once the pipeline is expanded in the near future.\u003cbr/\u003eBut the route - along with the Baku-Tblisi-Ceyhan oil pipeline - transits Georgia, which remains exposed to renewed conflict with Russia since last year's hostilities between the two countries. \u003cbr/\u003eAnd with its mandate to transport gas from the Caspian basis Nabucco, too, would have to run through Georgia - or include Iran, something Washington would vehemently oppose and Europe's closest US allies are unlikely to accept.\u003cbr/\u003eNabucco also faces other problems. Even its backers acknowledge that - without Iranian gas - it will be difficult to reach its annual transport capacity of 31 (b) billion cubic metres, at least initially.\u003cbr/\u003eEven that amounts to only a small fraction of the gas consumed annually by the European Union. And project managing director Reinhard Mischek estimates that only 8 to 10 (b) billion cubic metres - only a third of full volume - may be available in Nabucco's first years, saying recently that he is working \"on the assumption\" that capacity would be reached later with the participation of other regional gas giants like Turkmenistan.\u003cbr/\u003eTurkmenistan and its neighbours are also being courted by Gazprom as it forges ahead with plans to sideline Nabucco through construction of South Stream - a pipeline looking to target the same countries as suppliers and run along a similar
