natural\u003cbr/\u003egas with greater government involvement in the industry.\u003cbr/\u003eSome worry the debate could create headaches for President Carlos Mesa.\u003cbr/\u003eMesa announced the referendum in October after a popular uprising against government plans to export gas led to street clashes with security forces. \u003cbr/\u003eNearly 60 people were killed and the violence led to the resignation of Mesa's predecessor, Gonzalo Sanchez de Lozada.\u003cbr/\u003eTo help heal settle the situation, Mesa promised to let the people decide what to do with the gas. \u003cbr/\u003eAfter the referendum he claimed victory, telling reporters that voters said \"yes\" to all five questions on Sunday's natural gas ballot.\u003cbr/\u003eBolivia's National Electoral Court appeared to confirm sell the gas.\u003cbr/\u003eBut some who supported the referendum say that ownership rights go further and\u003cbr/\u003einclude the nationalisation of the entire petroleum industry.\u003cbr/\u003eCongressman Evo Morales, an influential leader of coca growers, Morales warned on Monday that his party, the second largest voting bloc in the legislature, will push for his interpretation of the referendum inside and out of the Congress.\u003cbr/\u003eBolivia ceded the ownership of the nation's natural gas reserves to multinational petroleum companies in 1997 as an incentive to boost exploration.\u003cbr/\u003eBy many accounts it worked.\u003cbr/\u003eSince the privatisation, some 20 foreign companies have invested US 3.5 billion dollars in exploration, discovering 1.56 trillion cubic meters (55 trillion cubic feet) of gas worth more than US 70 billion dollars.\u003cbr/\u003eDespite the apparent success, some legal experts say handing over the rights to Bolivia's natural resources is unconstitutional.\u003cbr/\u003eMore radical indigenous leaders rejected the referendum because they believed it failed to clearly address nationalising the entire petroleum industry.\u003cbr/\u003eAlthough many saw the positive outcome of Sunday's referendum as a vote of confidence for Mesa, others warned that it may have only bought the popular leader time.\u003cbr/\u003eBeyond pressure from radical leaders, the president is also at the mercy of legislators charged with drafting laws to enforce the referendum responses. \u003cbr/\u003eIf the
