It will be the final full pay cheque of all city workers as it relates to these layoffs. Various of clean-up\u003cbr/\u003eFormer US President Bill Clinton on Tuesday met with New Orleans evacuees who are staying in a shelter in Baton Rouge's convention centre.\u003cbr/\u003eClinton, who has been working with former President George H.W. Bush to raise money for victims, shook hands and chatted with the evacuees, some of whom have been sleeping on cots in the Rivercentre's vast concrete hall for more than a month.\u003cbr/\u003eSome of them complained of lack of showers, clean clothes, privacy and medical care.\u003cbr/\u003e51-year-old New Orleans resident Robert Warner said he and others have struggled to get private housing set up through the Federal Emergency Management Agency (FEMA). \u003cbr/\u003e\"All we've ever asked our government to do is what they said they were going to do,\" Warner said.\u003cbr/\u003eClinton said he was surprised to learn that there was no FEMA authority on the ground in Baton Rouge or New Orleans who could solve the questions shelter residents were asking him.\u003cbr/\u003eMeanwhile, in New Orleans, Mayor Ray Nagin said on Tuesday the city is laying off as many as three-thousand employees,  or about half the city's workforce,  because of the damage done to city finances by Hurricane Katrina. \u003cbr/\u003eNagin announced with \"great sadness\" that he had been unable to find the money to keep the workers on the payroll. \u003cbr/\u003eHe said only non-essential workers would be laid off and that no firefighters or police would be among those let go. \u003cbr/\u003eNagin described the layoffs as «pretty permanent» and\u003cbr/\u003esaid that the city will work with the FEMA to notify municipal employees who fled the city in the aftermath of Katrina, which struck about a\u003cbr/\u003emonth ago.\u003cbr/\u003eThe mayor said the move will save about 5 million (m) US dollars  to 8 million (m) US dollars  of the city's monthly payroll of 20 million (m) US dollars. \u003cbr/\u003eThe layoffs will take place over the next two
