Cutaway\u003cbr/\u003eU-S Assistant US Secretary of State, James Kelly, has said US-North Korean negotiations cannot resume until Pyongyang agrees to eliminate its nuclear weapons programmes and meets US requirements in four other areas.\u003cbr/\u003eThere is a sense of urgency because the North, already believed to have one or two nuclear weapons, could have several more by summer if it begins reprocessing existing stocks of plutonium.\u003cbr/\u003eBy restarting a nuclear reactor two weeks ago, the North is in position to accumulate additional plutonium supplies which could lead to nuclear weapons.\u003cbr/\u003eSpeaking before the Senate Foreign Relations Committee on Wednesday, Kelly said \"we have to solve all of the nuclear problem, and the element of speed doesn't only apply to the plutonium issue\".\u003cbr/\u003eKelly said \"the enriched-uranium issue, some have assumed, is somewhere off in the fog of the distant future. the possibility of direct talks with North Korea to make clear what US requirements are.\u003cbr/\u003eKelly held out little hope that North Korea will meet US disarmament demands.\u003cbr/\u003eIn addition to nuclear disarmament, Kelly said North Korea must also address US concerns about terrorism, cease the export of missiles and reduce conventional forces that target South Korea.\u003cbr/\u003eHe said only then would the Washington be willing to take steps to \"improve the lives of the North Korean people\" and to establish normal
