Wide shot of Hill with journalists at South Korean Foreign ministry building
United Nations inspectors have verified that North Korea has shut down its sole functioning nuclear reactor, the chief of the nuclear watchdog agency said on Monday, confirming Pyongyang's first step to halting production of atomic weapons in nearly five years.
"Yes, the Yongbyon reactor has been shut down. We are going through verifying the shutdown of the other facilities, and by tomorrow, after tomorrow we will be able to report, hopefully, that all the five facilities have been shut down," said Mohamed ElBaradei, chief of the International Atomic Energy Agency (IAEA).
ElBaradei, speaking in Bangkok ahead of an event sponsored by Thailand's Science Ministry, added that the process was going well and the UN inspectors had had good cooperation from North Korea.
But ElBaradei said the process of North Korea's nuclear disarmament is not over.
"The next step, obviously, will be through the six-party talks to agree on how to disable these facilities. When DPRK will come with an inventory of all its nuclear material and facilities. That obviously will take some time. It is a complicated process," the IAEA chief added.
The main US envoy on the North Korea nuclear issue, Christopher Hill, said there was still a lot of work to do before the process is complete.
"We took a long time to get these first steps and we have really a lot work to do now, but I think we're off to a good start," said Hill during a visit to Seoul on Monday.
The US Assistant Secretary of State has said he believes the disablement of the North's nuclear facilities could be completed by the end of the year, and he expects a complete declaration of its atomic programmes within months.
But he said on Monday there were still a number of steps left before they could reach complete denuclearisation.
"We will work on looking ahead to how we're going to get to the full declaration. Full declaration needs to be full. We need to look at all the aspects of denuclearisation. So we'll see, we will be taking it step by step," said Hill.
While in South Korea, Hill met Unification Minister Lee Jae-joung and South Korea's nuclear negotiator Chun Yung-woo.
Earlier on Monday, South Korea sent the second of two initial shipments of what eventually will be 50-thousand tons of oil to reward North Korea specifically for the reactor shutdown.
A first shipment that arrived on Saturday, prompting the North to follow through on its pledge to shut the reactor, has been completely offloaded, Lee said during his meeting with Hill.
The two shipments are part of 50-thousand tons of oil that the North will receive for the reactor shutdown.
Under a February agreement at international arms talks, Pyongyang will receive a total equivalent of one (m) million tons of oil for dismantling its nuclear programs.
Hill's visit to South Korea was part of a tour of the region ahead of resumed six-nation nuclear talks with North Korea that will start on Wednesday in Beijing.
That session will focus on setting up a "work plan and a time frame" for how disarmament would proceed, Hill said in Seoul, adding he planned to meet his North Korean counterpart on Tuesday ahead of the formal start of talks.
On Monday Hill praised Beijing's efforts for assisting with the shutting down of the Yongbyon facility.
"I think it played such a really excellent role as the chairman of the process, and I think a lot of the credit for our getting to this first step, that is getting this shutdown of this Yongbyon facility, should go to the Chinese who are after all the ones who drew up the February agreement, who are the ones who drew up the September agreement," said Hill.
"It's very important that we all work very closely with the Chinese hosts on this," he added.
North Korea pledged in an international accord in February to shut the reactor at Yongbyon, which generates plutonium for atomic bombs, and dismantle its nuclear programmes in return for 1 (m) million tons of oil and political concessions.
However, it stalled for several months because of a separate, but now-resolved dispute with the United States over frozen bank funds.
The shutdown over the weekend, confirmed by a 10-member team of IAEA inspectors who arrived in North Korea on Saturday, was the first on-the-ground achievement toward scaling back Pyongyang's nuclear ambitions since the international standoff began in late 2002.
The North's Foreign Ministry said on Sunday that further progress under the disarmament accord would now depend "on what practical measures the US and Japan, in particular, will take to roll back their hostile policies toward" North Korea.
The ministry noted that North Korea shut its reactor even before receiving all 50-thousand tons of oil, adding that this was "a manifestation of its good faith towards the agreement," according to a statement carried by the official Korean Central News Agency.
Hill said on Monday that the US is looking to build on momentum created by North Korea shutting down its nuclear reactor and will start deliberations on removing it from a list of terrorism-sponsoring states.
Hill laid out a busy agenda of a steps Washington hopes can be made in the reconciliation process as Pyongyang lays aside its nuclear weapons program.
That would include talks on ending the 54-year-old cease-fire that halted the Korean War, as well as setting up a regional security forum in northeast Asia.
The first step will come this week as Hill is set to meet in Beijing with the other countries involved in the negotiations: China, Japan, Russia and the two Koreas.
There, he said negotiators look to lay out a time-frame for a meeting as soon as next month between foreign ministers of all six nations, likely also in Beijing ahead of an Asian-Pacific summit in Australia in early September.

<button aria-expanded='false' aria-label='Read more description'
