foreign affairs commissions of the National Assembly in Paris, El Baradei said his agency knows how to tackle some of these problems but has run up against a lack of resources from governments. \u003cbr/\u003eRegarding Iran's nuclear capabilities, the IAEA director said it was still unclear whether they were for peaceful or military purposes but emphasised the danger of speculating on these matters.\u003cbr/\u003eIn the meantime, he suggested a combination of diplomacy and continued verification. \u003cbr/\u003eHe said the IAEA had never done an effective job in North Korea, and described the country as a \"a black box\" although he said he wouldn't be surprised if the country already had nuclear weapons or the ability to produce them in the near
