Mitchell report. \u003cbr/\u003eOne of the key recommendations of the report to end the eight months of violence is a total freeze in Jewish settlement construction.\u003cbr/\u003eThis has already been rejected by Israel, but on Tuesday Israeli Prime Minister Ariel Sharon offered terms for a truce whereby Israeli troops would no longer initiate military operations against the Palestinians.\u003cbr/\u003eHe said soldiers would only return fire if they felt their lives were in danger.\u003cbr/\u003eThis was dismissed as a stunt by the Palestinians who say they want a total freeze of settlement building and a ceasefire simultaneously. \u003cbr/\u003eBut Shimon Peres, the Israeli Foreign Minister, says any means of securing an ceasefire should be explored .\u003cbr/\u003ePeres was meeting the visiting Mauritanian Foreign Minister only three days after the 22-member Arab League called on the Arab world to sever ties with Israel. \u003cbr/\u003eDah Ould Abdi wouldn't comment on the Arab League's embargo but said he had asked Israel to freeze the settlements and loosen the closure on the Palestinians to achieve
