Singh leaving presser \u003cbr/\u003eIndia says it will try and move the upcoming talks between Prime minister Atal Bihari Vajpayee and Pakistani President General Pervez Musharraf beyond the disputed Himalayan province of Jammu and Kashmir. \u003cbr/\u003eBut Musharraf is determined to make Kashmir the key element of discussions. \u003cbr/\u003eThe three-day summit that opens when Musharraf arrives in New Delhi on Saturday will be the first talks between the nuclear rivals since 1999. \u003cbr/\u003eThen dialogue collapsed when Indian-held Kashmir was attacked by forces who India claimed were backed by Pakistan. \u003cbr/\u003eWhile Musharraf has said he intends to resolve the Kashmir conflict, both countries claim all of Kashmir in its entirety and it's unlikely that either side will budge.\u003cbr/\u003eOn Wednesday Musharraf said no improvements could be made between the rival nations until they resolved Kashmir.\u003cbr/\u003eBut on Thursday India's Foreign Minister, Jaswant Singh, told a news conference that India's government doesn't have any \"set proposal\" for the talks on Jammus and Kashmir.  \u003cbr/\u003eAlthough he did continue by saying his government believed in the \"process of dialogue\" and the road to peace. \u003cbr/\u003eThe 1999 talks included debate on trade, measures to prevent a nuclear accident, a joint effort to curb drug trafficking and a resolution to settle the disputed Siachen Glacier.\u003cbr/\u003eThis weekend topics could also include the proposed Iran-India natural gas pipeline that must pass through Pakistan and Afghanistan and terrorism in the region, and the resumption of cricket matches between the two countries. \u003cbr/\u003ePakistan joins Kashmiris in demanding that India recognize a 1948 U.N. resolution. \u003cbr/\u003eThis granted Kashmiris the right to vote on whether to remain in India, join Pakistan or be independent.\u003cbr/\u003eSingh rejected the demands for a referendum, saying the question, \"does simply not arise.\"\u003cbr/\u003eSince independence from Britain in 1947 India and Pakistan have fought two of their three wars over the Kashmir
