But it's now having to face the ugly truth of years of illegal...\u003c/span\u003e\n\u003cspan class='full-description hide'\u003eMontenegro is facing a major challenge to its EU membership bid - the problem of waste disposal.   \u003cbr/\u003eThe country markets itself as a place of \"wild beauty\" to attract tourists. \u003cbr/\u003eBut it's now having to face the ugly truth of years of illegal dumping, and what to do about thousands of tons of hazardous waste lying near its rivers, lakes and resorts.  \u003cbr/\u003eThis is how Montenegro wants the world to see it - a coastal country with beautiful scenery and as a playground for the rich. \u003cbr/\u003eHowever away from the stunning coastline and picture postcard views, its environmental record is not what an aspiring European Union member would hope.\u003cbr/\u003eTons of waste, some hazardous, dots the spectacular scenery of Montenegro with much of it lying unprotected close to towns and villages. \u003cbr/\u003eOnly two decades ago Montenegro declared itself an ecological state, but its waste disposal record remains almost unchanged.  \u003cbr/\u003eMountains of plastic, often dumped illegally, blight the otherwise stunning landscape.\u003cbr/\u003eEven the legal dumps in Podgorica come in for criticism for poor environmental practices. \u003cbr/\u003eHere, is the local Roma children who are doing the recycling - collecting bottles, cans and bits of plastic to earn some extra money. \u003cbr/\u003eMontonegro's waste disposal problems now threaten to derail its image as an ecological state.\u003cbr/\u003e\"It is hard to say that the idea of an ecological state has been applied in practice. Today we have at least 5 environmental black spots in Montenegro,\" says Natasa Kovacevic, the coordinator of a local environmentalist group, Green Home.\u003cbr/\u003e\"We are facing huge problems, especially in the north of the country. We have huge number of illegal waste dumps which some of them are very acute. they have been there for the past 30 years and they had been placed there only temporarily at the time.\" she adds. \u003cbr/\u003eOn the outskirts of the capital Podgorica, colonies of gulls and cormorants rest on the shores of two huge red mud basins. The mud is contaminated with hard metals and cyanide from the former aluminium giant Kombinat Aluminijuma Podgorica, once the pride of the Socialist-era industry. \u003cbr/\u003eThe smelter complex is located just 100 metres from the Moraca river, a tributary of internationally-renowned Skadar Lake.\u003cbr/\u003eMontenegro has a population of just over 600,000 and many are all too aware aware of the pollution problems facing their ecological state.\u003cbr/\u003eSefer Dibra, from Ulcinj says: \"We are somewhere between ecological catastrophe. It's not that catastrophic but it could be much better.\"\u003cbr/\u003eDaliborka Pejovic, is the country's secretary of State for the Environment. She admits that Montenegro is far from proud of its environmental situation and that the country faces serious challenges.\u003cbr/\u003e\"If Montenegro does not solve the problem of hazardous waste or export the existing quantities of the hazardous waste, we will have to, by EU rules, create a mechanism for a permanent disposal of it,\" she says.\u003cbr/\u003eMontenegro is one of a group of Balkan countries seeking EU membership, and Pejovic says its environmental record may prove problematic.\u003cbr/\u003e\"The European Union will not accept countries which have unresolved problems with hazardous waste. Whether Montenegro will resolve that with huge cost, or will it use our resources in a clever way, it is up to us,\" she says.\u003cbr/\u003eSome environmentalists want Montenegro to export hazardous waste, rather than building a processing facility of its own. \u003cbr/\u003eIn Bijela, more than 60,000 tones of grit, which is categorised as hazardous waste, is stored at a communist-era shipyard. \u003cbr/\u003eIt can be easily seen from Porto Montenegro, the luxurious new resort with a marina for super yachts. \u003cbr/\u003eThe by-product of ship-building can be used in road construction, but only after being processed at a waste facility - something that doesn't exist in Montenegro.\u003cbr/\u003eMontenegro now faces a challenging road ahead if it is to live up to its slogan as the Balkan \"wild beauty\".\u003cbr/\u003eAP Television\u003cbr/\u003eBudva city, Montenegro - 4 November 2014 \u003cbr/\u003e1.
