Security Council would vigorously pursue a diplomatic solution to the North Korean nuclear dispute.\u003cbr/\u003eThe statement by the South Korean Foreign Ministry followed a decision on Wednesday by the U.N. nuclear watchdog to refer the issue to the Security Council. \u003cbr/\u003eForeign Minister Choi Sung-hong said their were many positive aspects to the decision, although the council could consider sanctions against North Korea, a measure that South Korea opposes.\u003cbr/\u003eThe North has said it would consider sanctions a \"declaration of war,\" suggesting that a move to punish the reclusive regime would escalate the dispute and make a peaceful resolution more difficult to reach.\u003cbr/\u003eChoi's comments came after meeting  the Indonesian Presidential envoy to North Korea, Nana Sutresna, who updated Choi on his recent visit to North Korea.\u003cbr/\u003eChoi had delivered an appeal to the North from Indonesia President Megawati Sukarnoputri to settle the nuclear standoff.\u003cbr/\u003eOn Wednesday diplomatic efforts to ease the crisis continued as President-elect Roh Moo-hyun's envoys to China and Russia left to discuss the North Korean nuclear issue with their allies. \u003cbr/\u003eOn his way to Russia, Soon-hyung Chough said that the government had high expectations for the Russian role in resolving the crisis. He is expected to meet with Russian Deputy Foreign Minister Alexander Losyukov.\u003cbr/\u003eMeanwhile North Korea continued talks with South Korea on Thursday aimed at promoting economic exchanges
