modified farm goods won't hamper trade between the two countries.\u003cbr/\u003eVenerman had been holding talks with Chinese Foreign Trade Minister, Shi Guangsheng, regarding China's new membership in the World Trade Organisation (WTO), agricultural research and import licenses.\u003cbr/\u003eShe said there was a need for both sides to come to a \"common understanding\" of what the regulations and procedures would be. \u003cbr/\u003eThe rules have been a key trade issue with the United States, which exports 1 (b) billion dollars of soybeans annually to China.\u003cbr/\u003eFour Chinese ministries have issued separate sets of rules on genetically modified foodstuffs. \u003cbr/\u003eThey are seen as barriers to shield Chinese farmers from import competition, and as a way for ministries to raise money through new fees.\u003cbr/\u003eChina has softened its enforcement of the new rules on genetically modified foodstuffs in response to US complaints.  \u003cbr/\u003eVeneman said she also received assurances that China will fully implement the tariff rate quotas for agricultural imports, as required by its WTO agreement.   \u003cbr/\u003eThe Bush administration is seeking a ban on global export subsidies, payments provided to boost foreign sales, and sharp cuts in domestic support provided to farmers to boost production.\u003cbr/\u003eThe US proposal want to cap the support to 5 percent of any country's total farm output, a figure that the administration said would trim 100 (b) billion dollars from the current level of subsidies provided by the United States, the European Union and other wealthy countries.\u003cbr/\u003eThe administration also called for global tariffs on farm products to be cut from a worldwide average of 62 percent to an average of 15 percent in five years.\u003cbr/\u003eThe administration's proposal won praise from major US farm groups, who believe they can reap billions of dollars in additional sales annually if other countries
