States had helped cut the cost of the project almost in half by stalling until Patriot missiles were dropped from the package.\u003cbr/\u003eTaipei Mayor Ma Ying-jeou - the man who many think will be Taiwan's next president in 2008 - has angered the Bush administration, particularly the State Department and Pentagon, by foot-dragging for almost five years on the 16 (b) billion US dollar deal for audience at the Council on Foreign Relations in New York on the first leg of a six-day US Tour.\u003cbr/\u003eTaiwan split from mainland China in 1949 when the Nationalist government of Chiang Kai-shek fled to the island after losing a civil war with Mao Zedong's Chinese Communist Party.\u003cbr/\u003eTensions have ebbed and flowed since then, with the United States recently concerned about a Chinese build-up of some 700 ballistic missiles that could target Taiwan if a war broke out.\u003cbr/\u003eThe Bush administration, focused on the Middle East and Iraq, wants Taiwan to assume greater responsibility for its own defence.\u003cbr/\u003eBut many Taiwanese believe that their government can never out-spend China in an arms race.\u003cbr/\u003eAnd some in the modern Nationalist
