We want to make sure that there is no safe haven for terrorists and so that is the motivation to bring this up and bring it forward. Bush, Vice President Dick Cheney, National Security Adviser Condolezza Rice, Secretary of State Colin Powell and other Cabinet members this week.\u003cbr/\u003eDuring a news conference on Tuesday, European Parliament President Pat Cox said there is no doubt that the trans-Atlantic relationship has been through a rough patch, but he urged both sides to move forward with relations.\u003cbr/\u003eFor years, the annual meeting between US and European officials had attracted little attention. This time, however, relations are at a historic low because of differences over the Iraq war and what some Europeans see as Washington's disregard for allies' views.\u003cbr/\u003eEuropean officials hope new agreements to fight terrorism and curb the spread of weapons of mass destruction will help heal ties with the United States during the Washington round of meetings.\u003cbr/\u003eTo that end, the Europeans are prepared to sign an extradition and mutual assistance agreement with the United States covering terrorism and organised crime.\u003cbr/\u003eHowever, Pat Cox says there are major civil liberty concerns in Europe over the use of the death penalty in the United States, as well as the possible use of US military tribunals.\u003cbr/\u003eOther pitfalls in the relationship remain. Europe has stuck by its 1998 moratorium on the import of genetically modified foods because many European consumers fear health risks.\u003cbr/\u003eUS officials insist genetically modified food is not harmful and the moratorium costs American farmers an estimated 300 (m) million US dollars a year in lost corn exports alone. The United States plans to take the dispute to the World Trade Organisation.\u003cbr/\u003eEU officials chafed at Bush's allegation that the ban contributes to poverty in Africa by discouraging African nations from investing in biotechnology and risk being shut out of European markets.\u003cbr/\u003eEuropean Parliamentary President Cox said Europe was the biggest food donor in the world and
