responsible.\u003cbr/\u003eThe Wugang Manganese Smelting Plant in Wenping township in Hunan province was closed after more than 13-hundred children were taken ill.\u003cbr/\u003eThe incident came to light days after reports that emissions from a lead smelter in another province sickened hundreds.\u003cbr/\u003eThe plant opened in May 2008 without the approval of the local environmental protection bureau, within 500 yards (metres) of a primary school, a middle school and a kindergarten.\u003cbr/\u003eZhang Aiguo, the director of the Wugang Environmental Protection Bureau, on Saturday said that the factory had not completed an environmental code evaluation and stopped production after being sent a notice. \u003cbr/\u003eBut he added that \"a couple months ago, maybe the metals industry started to recover a bit, and they started production there again without letting us know\".\u003cbr/\u003eLocal authorities shut down the smelter last week and detained two of its executives on suspicion of \"causing severe environmental pollution\", the official Xinhua news agency said, adding that the general manager was still at large.\u003cbr/\u003eThe government of Wugang city said in a statement late on Friday that two officials from Zhang's environmental protection bureau were being investigated for dereliction of duty. \u003cbr/\u003eIt did not provide details.\u003cbr/\u003eCalls to the city government and health bureau rang unanswered on Saturday.\u003cbr/\u003eFears of poisoning began to spread among villagers in early July when many children became susceptible to colds and suffered fevers and other ailments, state media said.\u003cbr/\u003eOne mother in Wenping on Saturday said initially doctors couldn't find anything wrong her child, but then asked her \"have you seen anything there that would make a lot of air pollution?\".\u003cbr/\u003e\"And so we said 'well yes, we've got this Manganese Smelting Plant there',\" Mrs Chen explained.\u003cbr/\u003eXinhua on Thursday said that 1,354 children who live near the plant - nearly 70 percent of those tested - were found to have excessive lead in their blood. \u003cbr/\u003eA villager holding a list of children from Wenping township tested for lead poisoning on Saturday said 83 out of 86 had excessive levels of lead in their blood.\u003cbr/\u003eResidents said hundreds of villagers rioted on 8 August after news broke about the lead poisoning. \u003cbr/\u003eOne woman said a crowd of about 600 to 700 people overturned four police cars and smashed a local government sign.\u003cbr/\u003eThe Wugang smelter poisoning came not long after at least 615 out of 731 children in two villages near the Dongling smelter in the town of Changqing, in the northern Shaanxi province, tested positive for lead poisoning.\u003cbr/\u003eBoth cases come amid growing anger in China over public safety scandals in which children have been the main victims. \u003cbr/\u003eTainted infant formula milk and the mass
