the Tamil majority northeast as grenade attacks, roadblocks and intimidation kept many Tamils from voting.\u003cbr/\u003eThe Tigers fought the government for nearly 20 years to try to create a government and the Tigers, brokered by Norway, has been in place since February 2002. \u003cbr/\u003eSubsequent peace talks have stalled due to disagreements over the rebels' demands for broad
