Clinton aides say he won't talk about the Monica Lewinsky scandal, but...\u003c/span\u003e\n\u003cspan class='full-description hide'\u003eEnglish/Nat\u003cbr/\u003eU-S politicians from both sides say President Clinton can expect a proper and  respectful reception on Wednesday night for his State of the Union speech. \u003cbr/\u003eClinton aides say he won't talk about the Monica Lewinsky scandal, but will instead  focus on the economy and education.\u003cbr/\u003eOn foreign issues, the president will talk about ways to stabilize the struggling Asian  economies. \u003cbr/\u003eAnd he'll send an \"unmistakably clear\" message to Iraq about weapons of mass  destruction.\u003cbr/\u003eThis is a typical U-S newsroom-- busy, in full crisis mode.  There are two big stories  today, one has to do with the most important speech of the year, the other, a sex  scandal.\u003cbr/\u003eThis happened last year: the U-S State of the Union address and the verdict in the O-J  Simpson civil trial occurred simultaneously.\u003cbr/\u003eThis year though both stories involve the same central character: Bill Clinton.    \u003cbr/\u003eAs Clinton prepares for the speech, newsrooms are preparing their coverage.\u003cbr/\u003eThe speech is called the State of the Union, but often the subject matter strays from  that stated title.\u003cbr/\u003eSo the big question: will Clinton use the occasion to address allegations that he had  sex with a White House intern?\u003cbr/\u003eAides say Clinton will not bring up the subject, but such diversions are not without  precedent.\u003cbr/\u003ePerhaps the most striking example came in 1974, as President Nixon concluded what  would be his final State of the Union speech.\u003cbr/\u003eAlluding to the Watergate scandal, dogging him at the time, he declared he had \"no  intention whatever of ever walking away from the job that the people elected me to do.\"\u003cbr/\u003eLess that eight months later, Nixon did just that, becoming the first president to resign.\u003cbr/\u003eBesides economy and education, Clinton is expected to urge tax breaks to help in  school construction.\u003cbr/\u003eHe's also expected to announce new spending on child care and the environment, and  an expansion of Medicare to people under the age of 65 for the first time.\u003cbr/\u003eAnd he's expected to get a respectful reception.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"Well I think it's possible that we won't notice any perceptible difference in the  reception. It's possible that the genuine respect that many members of Congress have  for the presidency as an institution - even though most members of Congress could be  considered political adversaries of Bill Clinton - they have enormous respect for the  presidency and they have sat through a number of State of the Union addresses.
