We may do it, but there isn't anything in this thing that requires it.  My amendment would require it now, not 2002. Not after the Republicans have spent  another 471 billion dollars. That's what the contract calls for between now and 2002.  471 billion dollars in additional tax cuts and defence spending and then we'll start  talking about balancing the budget. It is the biggest scam ever perpetrated on an  unsuspecting nation.\u003cbr/\u003eSUPERCAPTION: Dale Bumpers (Democrat) Arkansas.  \u003cbr/\u003eKey Senate democrat Sam Nunn...speaking on the Senate floor...said the alterations  had eased his fears.\u003cbr/\u003e I would urge my colleagues to vote for the amendment, assuming as I do assume the  amendment will be part of this constitutional amendment. It's for  the good of America it's for the good of our country and we ought to do it without delay.\u003cbr/\u003eSUPERCAPTION:  Senator Strom Thurmond, (R) South Carolina\u003cbr/\u003eAt the White House the President welcomed former Reagan press secretary James  Brady, injured during the assassination attempt on the former president and responsible  for a recent bill for tighter gun control.\u003cbr/\u003eClinton took time to stress his opposition to the amendment.\u003cbr/\u003eWhat I think is wrong with it is that it may give a little extra impetus to reducing the  deficit, but it also runs this risk of turning recession into near  depressions. And of  turning federal judges into budgeteers.\u003cbr/\u003eSUPERCAPTION: Bill Clinton, US President\u003cbr/\u003eLater press secretary Mike McCurry said although Senator Nunn was satisfied with the  changes, it did not change the administration's fundamental opposition.\u003cbr/\u003eMcCurry says if the measure is passed the president will take priority getting his anti- amendment message out.\u003cbr/\u003eThe effort to achieve ratification of the amendment to the constitution is likely to take  some time.
