United States in finding ways to \"hasten the inevitable democratic transition in Cuba\".\u003cbr/\u003ePowell told delegates from 33 American countries that any such steps would be consistent with the OAS Inter-American Democratic Charter, approved in 2001.\u003cbr/\u003ePowell also spoke of his country's relationship with host-nation Chile - in the wake of the war in Iraq.\u003cbr/\u003eDuring the debate in early March about whether to take military action against Iraq, Chile pushed for a peaceful solution to the tensions. \u003cbr/\u003eBut Powell on Monday said both countries should now look forward, not back, with regard to their continued relations. \u003cbr/\u003eThe US secretary of State also spoke about the Mideast peace process, the same day Israeli soldiers began tearing down Mahmoud Abbas, on Monday, rejected Palestinian criticism of his peace overtures to Israel, saying he was trying to end his people's suffering and foster creation of an independent state.\u003cbr/\u003ePowell also turned his attention toward North Korea which claimed on Monday it was developing a nuclear arsenal to deter US hostility and reduce its dependence on conventional
