First is the economy. I know many of you are worried about the risk of an economic downturn, because of the instability in the housing and financial markets. You should know that while economic growth has slowed in recent months, the foundation for long-term growth remains solid. Bush, US President:\u003cbr/\u003e\"Congress is now considering a bipartisan bill that will allow our professionals to maintain the vital flow of intelligence on terrorist threats. It would protect the freedoms of Americans, while making sure we do not extend those same protections to terrorists overseas. It would provide liability protection to companies now facing billion-dollar lawsuits because they are believed to have assisted in efforts to defend our nation following the 9/11 attacks. I call on Congress to pass this legislation quickly. We need to know who our enemies are and what they are plotting. And we cannot afford to wait until after an attack to put the pieces together.\"\u003cbr/\u003eThe US president said on Saturday that Congress must give its immediate attention to an economic stimulus package and an extension of the law governing how US intelligence agencies carry out electronic eavesdropping.\u003cbr/\u003eThe White House and House of Representatives leaders of both parties have reached agreement on a simply drawn stimulus programme.\u003cbr/\u003eThe programme would provide tax rebate cheques to 117 (m) million families and give businesses 50 (b) billion US dollars in incentives to invest in new plants and equipment. \u003cbr/\u003eIn his weekly radio address, George W. Bush asked Congress to approve the agreement \"as soon as possible\".\u003cbr/\u003eSome in the Senate, which will take up the measure after it goes to the House floor next week, have signalled that they want to broaden the bill.\u003cbr/\u003eDemocrats there want such things as an unemployment benefits extension, an increase in home heating subsidies or higher food welfare benefits. \u003cbr/\u003eBush suggested they could derail the whole effort and he warned against it.\u003cbr/\u003e\"While I understand the desire to add provisions from both the left and the right, it would be a mistake to undermine this important bipartisan agreement,\" the president said. \u003cbr/\u003e\"By working together, we can provide our economy with a shot in the arm when we need it most,\" he added.\u003cbr/\u003eBush also addressed efforts to extend the US eavesdropping law which expires on February 1, but there are many contentious issues yet to be resolved. \u003cbr/\u003eAmong them: How much oversight, and by whom, of the government's surveillance of communications involving people inside the US with those outside the country, and whether to grant legal immunity to telecoms companies that helped the government conduct warrantless surveillance.\u003cbr/\u003eThe bill, currently before Congress, would modernise the Foreign Intelligence Surveillance Act, which dictates when federal agents must obtain court permission before tapping phone and computer lines inside the United States to gather intelligence on foreign threats.  \u003cbr/\u003eAgents may conduct surveillance outside the United States without court oversight.\u003cbr/\u003eBush warned against allowing the law to expire.\u003cbr/\u003e\"We need to know who our enemies are and what they are plotting.
