Subrahmaniyam said India had entered into strategic partnerships with many other countries and doing nuclear business with the US would not impinge on India's foreign policy.   \u003cbr/\u003eFor both countries, the stakes are enormous.\u003cbr/\u003eThe deal could potentially redraw the global balance of power, completing the transformation of a once-hostile relationship between the world's two largest democracies.\u003cbr/\u003eUS policymakers see India as a counterweight to an ever-more powerful China.\u003cbr/\u003eThe deal also reverses three decades of American policy by allowing the shipment of nuclear fuel and technology to India, a country which has never signed international non-proliferation accords and has tested atomic weapons.\u003cbr/\u003eEven though the deal only covers civilian nuclear power, it tacitly acknowledges India as a nuclear weapons state, giving its weapons programme a degree of international legitimacy - and adding to India's growing clout.\u003cbr/\u003eWashington has acceded to most of New Delhi's demands, giving India the right to stockpile nuclear fuel and reprocess it, a key step in making weapons.\u003cbr/\u003eIndian Prime Minister Manmohan Singh pushed for the deal, saying it was crucial for the country's long-term energy security.\u003cbr/\u003eSingh said it has to go through several stages before it becomes operational. \u003cbr/\u003eIndia now must negotiate with the International Atomic Energy Agency over measures to prevent nuclear proliferation. \u003cbr/\u003eThose negotiations will be followed by discussions at the 44-nation Nuclear Suppliers' Group to determine whether the current restrictions on India should be lifted.\u003cbr/\u003eMost of the criticism for the pact stems from the Hyde Act, passed last year by American lawmakers to allow nuclear trade with India.\u003cbr/\u003eIt contains a non-binding clause directing the US President to determine whether India was cooperating with American efforts to confront Iran about its nuclear programme. \u003cbr/\u003eThat has been seized upon by Indian critics as proof that Washington intended to direct New Delhi's foreign policy.\u003cbr/\u003eThe standoff has the communists warning Singh not to press ahead with the next steps in the deal.\u003cbr/\u003eIsolated by the world after it conducted a nuclear test in 1998, India's ability to produce nuclear power is limited by the reluctance of countries possessing nuclear fuel to trade with New Delhi because it has refused to sign the Nuclear Non-proliferation Treaty.\u003cbr/\u003eThe deal will give India's booming, but energy-starved, economy access to much-needed nuclear fuel and technologies by helping lift current restrictions.\u003cbr/\u003eArundhati Ghose, the former Indian envoy to the United Nations, said the deal would open the gates for nuclear trade not only with the US but with other countries as well.\u003cbr/\u003e\"This particular agreement, as it has now turned out, holds the promise, should it come to fruition, of lifting those restraints on India which were imposed at the instance of United States,\" she said.\u003cbr/\u003e\"The gate is being opened, as it were, by the US - others can come in or we can go out, whichever - for nuclear trade and commerce.
