prevalence rate in Europe and the fastest-growing epidemic. \u003cbr/\u003eThe struggle to combat the virus, both its failure and successes, underlines the challenges faced by international AIDS activists meeting in Vienna this week.\u003cbr/\u003eThere have been more than 167,000 HIV infections registered in Ukraine since 1987 and nearly 19,000 recorded AIDS-related deaths. \u003cbr/\u003eBut those figures are widely regarded as underreporting the extent of the epidemic.\u003cbr/\u003eThe United Nations AIDS agency UNAIDS lists the prevalence among adults as 1.6 percent, some 10 times as high as in neighbouring Romania and Hungary. \u003cbr/\u003eMany of the country's HIV-infected don't even know they have the virus. \u003cbr/\u003eUNAIDS estimates that only 28 been on the therapy for two years, said it's saved his life.\u003cbr/\u003eAlthough the number of newly recorded HIV cases have been increasing annually, the growth rate has slowed in recent years, the Health Ministry's HIV/AIDS committee said.\u003cbr/\u003eNearly 20,000 new HIV cases were recorded in Ukraine in 2009 compared with 18,900 in 2008 and 17,700 in 2007.\u003cbr/\u003eIn 2009, for the first time since AIDS-related deaths were officially registered in 1991-95, fatalities decreased from 2,714 in 2008 to 2,594.\u003cbr/\u003eThis is evidence of the positive impact of large-scale antiretroviral therapy, in combination with prevention programmes, HIV testing and substitution therapy, said the HIV/AIDS committee.\u003cbr/\u003eRegardless of some progress, HIV/AIDS remains a serious challenge for the country's health care system. \u003cbr/\u003eThe treatment is still very expensive and insufficient, the national programme is underfunded, and a whole range of programmes
